Sections 627, 22357 and 22358 of the State of California Vehicle
Code provides that cities may by ordinance establish prima facie speed
limits. The City Council determines, upon the basis of an engineering
and traffic survey, that the following prima facie speed limits would
facilitate the orderly movement of traffic and would be reasonable
and safe. The City Manager is hereby authorized and directed to establish
such signs:
(a) A
prima facie speed limit of 20 miles per hour is hereby established
on the following designated streets:
South Catalina Avenue from Palos Verdes Boulevard to Avenue
I.
(b) A
prima facie speed limit of 25 miles per hour is hereby established
on the following designated streets:
(1) Beland Boulevard between Phelan Lane/Johnston Avenue to Inglewood
Avenue;
Beryl Street from Harbor Drive to Pacific Coast Highway;
Esplanade from South Catalina Avenue/Pearl Street to Paseo de
la Playa;
Flagler Lane from Beryl Street to Artesia Boulevard;
Torrance Boulevard from the Pier to South Pacific Coast Highway;
and
182nd Street from Inglewood Avenue to Kingsdale Avenue.
(2) During pedestrian activity relating to a school:
Beryl Street from North Juanita Avenue to Paulina Avenue;
Camino Real from Juanita Avenue to eastern corporate limits;
Del Amo Street from Diamond Street to Prospect Avenue;
Diamond Street from Pacific Coast Highway to Maria Avenue;
Emerald Street from Juanita Avenue to Prospect Avenue;
Grant Avenue from Green Lane to Blossom Lane;
Inglewood Avenue from 182nd Street to Ripley Avenue;
Prospect Avenue from Pacific Coast Highway to Palos Verdes Boulevard,
from Knob Hill to Camino Real, and from Emerald Street to Del Amo
Street; and
Ripley Avenue from High Lane to Inglewood Avenue.
(c) A
prima facie speed limit of 30 miles per hour is hereby established
on the following designated streets:
Beryl Street from Pacific Coast Highway to Flagler Lane;
Camino Real from Torrance Boulevard to South Juanita Avenue;
Del Amo Street from Diamond Street to Prospect Avenue;
Diamond Street from Catalina Avenue to Prospect Avenue;
Emerald Street from Catalina Avenue to Prospect Avenue;
Garnet Street from South Catalina Avenue to South Prospect Avenue;
Grant Avenue from Inglewood Avenue to Kingsdale Avenue;
Harbor Drive from Pacific Avenue to Herondo Street;
Herondo Street from North Harbor Drive to North Pacific Coast
Highway;
Palos Verdes Boulevard from Pacific Coast Highway to the eastern
corporate limits of the City;
Prospect Avenue from Pacific Coast Highway to Palos Verdes Boulevard;
Ripley Avenue from Flagler Lane to Inglewood Avenue; and
182nd Street from Kingsdale Avenue to Hawthorne Boulevard.
(d) A
prima facie speed limit of 35 miles per hour is hereby established
on the following designated streets:
Anita Street/190th Street between North Pacific Coast Highway
and Inglewood Avenue;
Artesia Boulevard from Aviation Boulevard to Hawthorne Boulevard;
Aviation Boulevard from Harper Avenue to Artesia Boulevard;
Camino Real from South Juanita Avenue to the eastern corporate
limits;
Catalina Avenue from Avenue I to North Pacific Coast Highway;
Grant Avenue from Aviation Boulevard to Inglewood Avenue;
Hawthorne Boulevard from 182nd Street to Redondo Beach Boulevard;
Inglewood Avenue between 190th Street and Artesia Boulevard;
Pacific Coast Highway from Palos Verdes Boulevard to Anita Street
(190th Street);
Prospect Avenue from Palos Verdes Boulevard to Anita Street
(190th Street); and
Torrance Boulevard from South Pacific Coast Highway to eastern
corporate limits.
(e) A
prima facie speed limit of 40 miles per hour is hereby established
on the following designated streets: Artesia Boulevard from Harper
Avenue to Aviation Boulevard;
Aviation Boulevard from Artesia Boulevard to Marine Avenue;
Inglewood Avenue between Manhattan Beach Boulevard and Marine
Avenue;
Manhattan Beach Boulevard from Aviation Boulevard to Inglewood
Avenue;
Marine Avenue from Aviation Boulevard to Inglewood Avenue;
Pacific Coast Highway from Prospect Avenue to Palos Verdes Boulevard;
Redondo Beach Avenue from Marine Avenue to Manhattan Beach Boulevard;
and
190th Street from Inglewood Avenue to Hawthorne Boulevard.
(f) A
prima facie speed limit of 45 miles per hour is hereby established
on the following designated streets:
Inglewood Avenue between Artesia Boulevard and Manhattan Beach
Boulevard; and
Pacific Coast Highway from the southeast corporate limits to
Prospect Avenue.
(g) Speed
zones. Section 627(b)(3) of the California
Vehicle Code allows the
setting of a speed limit to be based upon an engineering and traffic
survey which considers the prevailing speeds, accident records, highway,
traffic and roadside conditions not readily apparent to the driver.
The City Council finds:
(1) The street profile along Palos Verdes Boulevard displays a vertical
curve requiring a speed limit of 30 miles per hour for safe stopping
sight distance as determined by the engineering and traffic survey;
(2) The safe stopping sight distance is not readily apparent to the driver
until an emergency condition is experienced;
(3) The establishment of a 30 miles per hour speed limit will facilitate
the orderly movement of vehicular traffic and would be a reasonable
and safe speed on Palos Verdes Boulevard based upon the street condition;
(4) The 30 miles per hour speed limit is established on Palos Verdes
Boulevard from Pacific Coast Highway to the eastern corporate limits
of the City until such time as the profile of the street is changed
to improve the stopping sight distance; and
(5) The City Manager is hereby authorized and directed to place signs
establishing a prima facie speed limit of 30 miles per hour on Palos
Verdes Boulevard from Pacific Coast Highway to the eastern corporate
limits of the City.

The City Manager is hereby authorized to determine and designate
those intersections and other places where the elimination or restriction
of left turns or right turns is reasonably necessary in order to reduce
traffic congestion or to diminish the hazard of collision. When such
determination has been made, the Director of Street Lighting and Traffic
Control is directed to install at each intersection or place so designated
appropriate signs giving notice that left turns or right turns, or
both, are prohibited in one or more directions and at such times,
or at all times, as may be consistent with the finding of necessity.

It is unlawful for the driver of any vehicle to make a left
turn or to make a right turn at an intersection or at any entrance
into a street or public way, or into or out of any alley, or at any
other place upon a public street or public way where there is posted
at or adjacent to such intersection, entrance, or other place an authorized,
appropriate sign giving notice that left turns or right turns, or
both, are prohibited.

The City Manager may place markers, buttons, or signs within
or adjacent to intersections indicating the course to be traveled
by vehicles turning at such intersections.

No vehicle shall be turned at any intersection in such a manner
as to proceed in the opposite direction on the street on which such
vehicle is traveling:
(a) In
front of the entrance to any fire station;
(b) Where
the highway is not divided by physical barriers, curbs, or other similar
means into two or more roadways and the intersection is located in
the Central Traffic District or in any business district; and
(c) Where
the highway is divided by physical barriers, curbs or other similar
means into two or more roadways and signs have been posted at the
intersection prohibiting such turns.
The City Manager is hereby authorized to determine those intersections
along such divided highways where the making of such turns would create
a hazard to life and property and post signs prohibiting such turns.
