The City Manager is hereby authorized to establish and mark
crosswalks in cases where the Council determines that there is exceptional
hazard to pedestrians crossing the roadway in any of the following
places:
(b) Near
the mid-block point in any block in the Central Traffic District which
exceeds 400 feet in length;
(c) Near
the mid-block point in any block outside the Central Traffic District
which exceeds 400 feet in length provided the volume of vehicular
traffic and the volume of pedestrian travel indicate a special need
for such crosswalk as defined in the Traffic Manual; and
(d) At
any loading platform on a private right-of-way of any common passenger
carrier.

No pedestrian shall cross a roadway in the Central Traffic District
other than in a crosswalk.

No pedestrian shall cross a roadway at any place other than
by a route at right angles to the curb, or by the shortest route to
the opposite curb, except in a marked crosswalk.

No person shall stand in any roadway, other than in a safety
zone or in a crosswalk, if such action interferes with the lawful
movement of traffic. This section shall not apply to any police officer,
surveyor, street sweeper, or other person when necessary upon a street
in the line of duty.

No pedestrian shall stop or stand on a sidewalk except as near
as is physically possible to the building line or the curb line at
any place in the Central Traffic District or any business district.

The City Manager is hereby directed to install appropriate signs
at points of access to portions of public streets, ways or structures
giving notice that those places are closed to pedestrian travel. When
such signs are in place, It is unlawful for any pedestrian to go or
travel (except to perform public work or official duty or when unavoidable
as a result of an accident) upon, along or across such places closed
to pedestrian travel.
