It is unlawful for any person to distribute, peddle, throw, or deliver, or cause to be distributed, peddled, thrown, or delivered, to any other person or to or among any other persons in, on, or upon any public street, road, highway, alley, park, depot, or any other public place, or into or upon any automobile or vehicle or conveyance of another person, firm, association, or corporation in, on, or upon any public street, road, highway, alley, park, depot, or any other public place, or into, on, or upon any mailbox, porch, yard, or any portion of any premises within the City any handbill, circular, poster, dodger, pamphlet, leaflet, folder, tract, brochure, print, broadside, bulletin, paper containing written, printed, or typewritten matter, or other notice or advertisement.

The provisions of this chapter shall not apply to, or ever be deemed, construed, or held to apply to, the following:
(a) 
The distribution, peddling, or delivery to bona fide subscribers of any magazine or newspaper of general circulation published for the dissemination of local or telegraphic news and intelligence of a general character, which is printed and published at regular intervals and which has a bona fide subscription list of actual subscribers therefor within the City;
(b) 
The distribution, peddling, or delivering of any handbill, circular, poster, dodger, pamphlet, leaflet, folder, tract, brochure, print, broadside, bulletin, paper containing written, printed, or typewritten matter, or other notice or advertisement in or through the United States mail;
(c) 
Hand-to-hand distribution, peddling, or delivery of any commercial handbill, circular, poster, dodger, pamphlet, leaflet, folder, tract, brochure, print, broadside, bulletin, paper containing written, printed, or typewritten matter, or other commercial notice or advertisement when such hand-to-hand delivery, peddling, or distribution is made in or upon private property or private premises, and hand-to-hand distribution, peddling, or delivery of any non-commercial handbill, circular, poster, dodger, pamphlet, leaflet, folder, tract, brochure, print, broadside, bulletin, paper containing written, printed, or typewritten matter, or other non-commercial notice or advertisement, when such hand-to-hand delivery, peddling, or distribution is made in or upon private property or public or private premises;
(d) 
The service or delivery of judicial or other legal processes, notices, or orders or other official documents or papers;
(e) 
The delivery or transfer in individual instances of social cards, writing, and communications of like private nature as is customary and usual between members of society in their social relations;
(f) 
The delivery or transfer in individual instances of checks, drafts, bills, notes, currency, or similar instruments or documents in the usual and ordinary course of business, trade, or commerce; or
(g) 
Deliveries by private postal services whose methods of operation and licensing have been approved by the Council.
