§ 5 Form of government. [1] The municipal government provided by this Charter shall be known as the Council-Manager form of government.[1]5—as amended by election 3-5-85.
§ 5.1 Purpose. The purpose of this form of government shall be:(a) To provide for the formation of municipal policy by elected representatives; and(b) To provide for the exercise of administrative powers by competent, experienced personnel trained in municipal affairs.
