A Hazleton City work authorization permit shall be posted in a conspicuous area where the work is being done and visible from an exterior public access area, and shall be required of an owner or authorized agent to construct, enlarge, alter, repair, move, demolish or change (hereinafter referred to as "work") any of the following:
A. 
The following structures of less than 1,000 square feet, which are an accessory to a detached one-family dwelling:
(1) 
Carports;
(2) 
Detached private garages;
(3) 
Greenhouses; and
(4) 
Sheds.
B. 
Alterations to residential buildings which do not make structural changes or changes to the means of egress, including a minor framing change needed to replace existing windows or doors.
C. 
Repairs to residential buildings, with the exception of painting, papering, tiling, carpeting and similar work.
D. 
Installation of aluminum or vinyl siding onto existing residential or existing commercial buildings.
E. 
All fences six feet high or less.
F. 
All oil derricks.
G. 
Retaining walls, which are not over four feet in height, measured from the lowest level of grade to the top of the wall, unless it is supporting a surcharge or impounding Class I, Class II or the liquids.
H. 
Water tanks supported directly on grade, if the capacity does not exceed 5,000 gallons and the ratio of height to diameter or width does not exceed two to one.
I. 
Sidewalks and driveways not more than 30 inches above grade that are not located over a basement or story below it, and which are not part of an accessible route.
J. 
Installation of a residential uncovered deck where the floor of the deck is no more than 30 inches above grade.
The City of Hazleton issues residential and commercial Work Authorization Permits for one year. Permits may be renewed after one year at the discretion of the City's Supervisor of Code Enforcement.

The fee for the work authorization permit shall be the fee provided in the currently effective fee schedule.
Work not covered by the provisions of this article shall be subject to the terms, permit requirements, and fees provided for under the terms of Article I, Administration and Enforcement, of this chapter.

Failure to post the permit in a conspicuous area, where the work is being done, which is visible from an exterior public access area shall result in a penalty. The penalty shall be listed in the Penalty Schedule located in Chapter 1, Article II.
