When used in this Article the following wording or phrase shall have the meaning given in this Section: "Portable toilets" means a temporary, portable toilet facility.

No person shall urinate or defecate within the boundaries of the parking lots and grounds adjacent to the Historic County Building, County Annex and Līhu'e Civic Center unless in a portable toilet or restroom. This Section shall not apply where the person failed to use a restroom or portable toilet because of a medical condition verified by a licensed physician.

Any person convicted of violating this Article shall be guilty of a petty misdemeanor and punished by a fine not exceeding one thousand dollars ($1,000.00) and/or up to thirty (30) days imprisonment.
