(a) 
No sewer connection charges shall be made for a voluntary, non-profit, non-sectarian, community hospital.
(b) 
No sewer connection charge shall be made for any Federal, State or County agency.
(c) 
No sewer connection charges shall be made when as part of a subdivision, the sewer collection system, including the lateral, was constructed by the developer or subdivider.
(d) 
No sewer connection charges shall be made when connection charges are credited pursuant to Section 25-9.4 of this Chapter.
(e) 
No sewer connection charges shall be made for a housing project or a portion of a housing project that is developed to be affordable as determined by the Housing Director, and that conforms to applicable provisions of the Housing Policy for the County of Kaua'i.
(f) 
One-half of the sewer connection charge designated in Sec. 25-11.1 shall be made for a housing project or portion of a housing project that is developed to be affordable to gap-group households as determined by the Housing Director, and that conforms to applicable provisions of the Housing Policy for the County of Kaua'i.

No additional charge shall be made for one (1) connection to an assessed lot, provided that the assessment has been paid by the owner.

Additional charges shall be made for any changes in land use which results in a greater intensity of land use or sewerable area. The additional charges shall be determined by using the applicable rates under Section 25-11.1, less the amount previously assessed.
