In order for elected officials to perform their duties as required by the City Charter or as assigned by action of the city council, there is established the following:
(1) 
Office of the mayor;
(2) 
Office of the city council;
(3) 
Office of the city clerk;
(4) 
Office of the city treasurer.

The functions of the administration department shall include the general management of the city, research and development, inter-governmental relationships, public relations and information, civil defense, records management, and such other duties prescribed for the city administrator by the City Charter or by action of the city council.

The functions of the legal department shall be to provide legal counsel and representation for the city, and such other duties prescribed for the city attorney by the City Charter or by action of the city council.

The functions of the financial and general services department shall include accounting, budgeting, contract negotiation and administration, data processing, inventory control, purchasing, property management, reproduction services, and those duties prescribed by the City Charter for a finance officer.

The functions of the fire department shall include fire suppression, fire prevention, and rescue services.

The functions of the police department shall include law enforcement, crime prevention, traffic control, and coordination of pound and animal control services.

The functions of the planning and development department shall include advance planning, zoning administration, building and related on-site inspection, coordination of health inspection services, census reporting, and parking and traffic engineering.

The functions of the public works department shall include civil engineering, inspection and maintenance of public facilities (including streets, sewers, storm drains, street trees, street lighting, structures, etc.), administration of capital improvement construction and repair contracts, refuse collection, public utilities coordination, and maintenance of city vehicles.

The functions of the recreation and parks department shall include planning and implementing recreation programs and activities, coordination of cultural activities, development and maintenance of parks and recreational facilities, and city beautification.

The provisions of Sections 2.08.020 through 2.08.110 with particular reference to department functions, shall be construed broadly in order to allow maximum flexibility to the city administrator in the assignment of duties and responsibilities to departments and in order to achieve the greatest efficiency at the lowest cost in city operations.
The city council, by modifications or additions to the Municipal Code, may assign additional duties or responsibilities to city departments, subject to the limitations set forth in the City Charter and the provisions of state and federal law.

In accordance with the provisions of Section 605 of the Charter of the city of Placentia and California Government Code Section 40602, the city council hereby delegates to and authorizes the city administrator to enter into and execute, on behalf of the city, contracts, rental agreements and use agreements which are revenue generating or revenue neutral including, but not limited to: short-term rental or use agreements regarding city facilities such as meeting rooms, halls, buildings and similar areas; storage and parking services; contracts for employment within the exempt service pursuant to Section 2.24.050 and for which funds have been budgeted; right of entry agreements.
