If a member of the planning commission is absent from three consecutive meetings of the planning commission, the chair shall notify the city council of said absences for consideration of removal of the member from the planning commission. It is the responsibility of each member to notify the chair of the planning commission, or secretary to the planning commission, before the meeting if the member is unable to attend.

The city council is empowered to appoint one alternate member to the planning commission. The alternate member shall be subject to the same conditions of appointment and service as are regular members of the commission. The alternate member shall be entitled to participate as a commission member and to vote only in the absence or abstention of one or more regular members, and his or her vote shall not be counted when it creates a tie.

The members of the planning commission shall receive such compensation for their services in an amount and upon the terms and conditions set forth by resolution of the city council. In addition, members of the planning commission may be allowed and paid by the city for their travel expense incidental to attendance at any meetings, conferences, or hearings, the attendance and expenses for which have been authorized by the city council.

Special meetings of the planning commission may be called at any time by the chairperson or by four members of the commission by written notice served on each member of the commission at least 24 hours before the time specified for the proposed meeting. At any special meeting, the power of the planning commission to transact business shall be limited to matters referred to in such notice.

The planning commission shall hold regular meetings as set forth by city council resolution. The city administrator shall designate a city employee to act as secretary who shall keep a record of its proceedings and transactions. This record shall be a public record. All meetings of the commission shall be open to the public pursuant to the rules adopted by the commission. The commission may adopt rules and regulations which shall be consistent with the charter and this chapter.
The planning commission shall, as soon as practicable after its organization and thereafter following the first day of July each year, elect a chairperson and a vice-chairperson from members of the commission for a term of one year. The chairperson and vice-chairperson shall serve at the pleasure of the commission.

Each member of the planning commission shall attend the annual orientation and training meeting which shall generally be scheduled in September of each calendar year. Failure to attend said meeting shall be grounds for removal.
