The Parks, Arts and Recreation Commission (PARC) is hereby established. The purpose of the PARC shall be to advise and support the city council and the community services department on items related to cultural arts and recreation programs, city wide special events, health and wellness, senior services, and to provide input on parks/facilities development and improvements.
Unless otherwise specified, all references in this chapter to the "commission" shall refer to the PARC.

The commission shall consist of five members. Members shall be appointed by the city council and shall be subject to removal by a majority vote of the council. Commissioners shall be selected by the city council from among the residents of the city, who shall seek to appoint individuals who have demonstrated a strong interest and support for the city's parks and its associated programs, or who have a profound interest or experience in the arts and/or culture.

The terms of the members of the commission shall be for a period of four years and shall expire each succeeding July 1st. In the absence of resignation or removal, each member shall serve until a successor is appointed and qualified. For the members first appointed, their terms shall be staggered in compliance with Section 2.11.070.

(a) 
The commission shall, as soon as practicable after its organization and thereafter following the first day of July each year, elect a chairperson and a vice-chairperson from members of the commission for a term of one year. The chairperson and vice-chairperson shall serve at the pleasure of the commission.
(b) 
The commission shall hold regular meetings on a regular schedule and at such times as may be established by city council resolution but shall at a minimum meet quarterly. In the absence of specific direction from the city council, the commission is authorized to set its own meeting time, provided meetings do not occur any earlier than 5:00 p.m. The city administrator shall designate a city employee to act as secretary who shall keep a record of its proceedings and transactions. This record shall be a public record. All meetings of the commission shall be open to the public pursuant to the Ralph M. Brown Act.

A special meeting of the commission may be called at any time by the chairman, city staff, or by members constituting one less than a quorum of the total membership, by following the requirements of state law and by written notice or phone contact served on each member of the commission at least 24 hours before the time specified for the proposed meeting. At any special meeting, the powers of the commission to transact business shall be limited to those matters specifically referred to in such notice.

The commission shall have the following powers, duties and responsibilities:
(a) 
Act in an advisory capacity to the city council and the city administrator on all policy matters pertaining to all the parks presently established by the city council; and all future parks to be established by the city council and on the recreational programs, cultural arts programs, health/wellness programs, and special events for the community of the city;
(b) 
Assist in the development of plans for seasonal and year-round recreation, arts, special events, and health and wellness activities and programs;
(c) 
Establish rules and regulations, subject to the approval of the city council, for the use of city parks and recreation facilities;
(d) 
Adopt a master plan for the development of each city park, subject to the approval of the city council, and review subsequent precise plans for conformance to the master plan;
(e) 
Serve as an advisory group to the city council on recreational and cultural arts and health and wellness matters. The commission shall recommend methods of maintaining and increasing recreational, artistic, cultural, and health resources, as well as the level of awareness within the city. The commission may, upon the request of the city council, advise on the expenditure of capital funds in the field of cultural arts recreation and health and wellness;
(f) 
Advise and encourage the cultural arts and recreational endeavors of organizations and groups and promote private initiative;
(g) 
Encourage and solicit contributions from individuals, groups and trusts for the benefit of the city's cultural arts, recreational programs/activities, and events; submit recommendations to the city council on the use of such contributions or donations;
(h) 
Act as a sounding board and coordinator for various organizations in their efforts to meet the cultural, recreational, and health and wellness needs of the community;
(i) 
Review and grant approval to displays of art works or art objects within city-owned facilities;
(j) 
Recommend ways which will better coordinate the use of existing resources and facilities/parks;
(k) 
Promote cultural arts, and recreational appreciation and increase the community awareness of the many opportunities to participate in the various artistic, recreational, and cultural activities within the area;
(l) 
Advise as the city council may request on the physical development of any city-owned facilities/parks and the use of those various city-owned facilities/parks;
(m) 
Act in conjunction with other city commissions on an equal basis, but with all due attention paid to avoid overlapping functions;
(n) 
Conduct studies with a view to formulating ways by which creative activity, high standards and increased opportunities in the areas of recreation, arts, and health and wellness may be encouraged and promoted by community groups in the best interest of the city's artistic, cultural, recreational, and health and wellness programs, together with a better appreciation and enjoyment of the arts and recreation by the citizens of the city;
(o) 
Provide input in the development of a long-range recreational, cultural, and health and wellness plan for the city as a whole. This plan should cover a period of 20 years, and should be updated as often as necessary, but at least every five years.

The following limitations shall apply to the activities of the commission:
Individual promotion. Since one of the purposes of the commission is to improve the community awareness and appreciation of various artistic and cultural pursuits, the commission should refrain from promoting the individual artistic accomplishments or cultural contributions of individual commission members, except that the commissioners may perform, exhibit or share their talents and expertise in order that the citizens of the community not be deprived of the artistic abilities of the commissioners.

Each member of the commission shall be required to attend any orientation and training meetings held by the city. Failure to attend said meeting may be grounds for removal.
