Every person required by this code to have a license shall pay
to the city a base annual fee and, in addition thereto, the quarterly
fees in the manner and to the extent provided in this section:
(1) Prior
to the issuance or renewal of such license, a base annual fee of $355
per well to apply to all oil wells, including, but not by way of limitation,
production, injection and non-producing oil wells.
(2) In
addition to the base annual fee, an amount equaling twelve cents ($0.12)
per barrel of oil produced by each well per quarter.
(3) For
the fiscal year commencing July 1, 1973, and each succeeding fiscal
year, and in addition to the base annual fee, an amount equaling one
