A parade for the purpose of Section 13.60.020, is any procession or assemblage of two or more persons or vehicles moving on or along any public street or place for the purpose of ostentatious display or show, or for the purpose of advertising any show, exhibition, game or any goods, wares or merchandise.

No person shall have, hold or conduct a parade on or along any public street or in any public place without first obtaining a permit from the chief of police.

Whenever the public works director finds that a traffic congestion or traffic hazard is likely to result from the operation, stopping, standing or parking of vehicles during the holding of public or private assemblages, gatherings or functions, or during the construction, alteration, repair, street sweeping or improvement of any highway, or for any other reason, he may place or cause to be placed temporary signs prohibiting the operation, stopping, standing or parking of vehicles during the existence of such conditions.
When signs authorized by the provisions of this section are in place giving notice thereof, no person shall operate, park or stand any vehicle contrary to the directions and provisions of such signs.
