All streets and public highways within the corporate limits of the city, now and hereafter appearing, described and named in the maps and profiles of tracts, recorded in the office of the maps and profiles of tracts, recorded in the office of the county recorder, are public highways of and within the city and the names of said highways and public streets as thereon shown, are declared to be the same as therein set forth, except that to and as a part of the name of each such street or avenue lying west of Bradford Avenue or any prolongation thereof affixed the prefix, "West;" as a part of the name of the street or avenue lying north of Chapman Avenue or any prolongation thereof there shall be affixed the prefix, "North," provided that insofar as any of the aforesaid maps or profiles may show a conflict with the provisions of this section herein designated shall be substituted in the place and stead of the conflicting provisions.

The numbering of buildings in the city shall commence with the number "100" beginning at the east and west line of Bradford Avenue, respectively, and at the north and south line of Chapman Avenue, respectively; to each block there is hereby allotted 100 numbers, the consecutive even numbers of which are assigned to and shall be used on the east and south sides of the streets, and the consecutive odd numbers are assigned to and shall be used on the west and north sides of the streets. A "block," for the purpose of numbering, shall be the space between two open streets or one-eighth (1/8) mile, whichever is the lesser.

One number shall be allowed to each 25 foot frontage on any street or highway, and whenever in the space allowed to a number, as aforesaid, there shall be hallway or tenant fronting on such street, such hallway or tenant shall be given an additional half number. It shall be the duty of the director of public works to assign to the owner, agent or occupant of any building in the city the proper number; and all buildings shall be numbered in accordance with the provisions of this article within 90 days from and after its passage. All buildings hereafter erected or added to the city by annexation shall be numbered within 30 days from the time of their completion or annexation, whichever occurs last.

The building numbers used pursuant to this article shall be no less than four inches in height in residential districts and no less than six inches in height in commercial and industrial districts. The numbers shall be of such material and color and so placed that they may be read and distinguished from the sidewalk in front of the building where they are installed.

Failure to comply with any of the provisions of this article is deemed a misdemeanor and every person convicted for the infraction of any of the provisions hereof shall be punished by fine not to exceed $500, or by imprisonment in the county jail for a period of not to exceed six months.
