Pursuant to the provisions of Section 702 of the City Charter, there hereby is created a department in the City government to be known as the Department of General Services. All references in this Code to the Department of Public Works shall also constitute references to and shall be construed to refer to the Department of General Services.

The Department of General Services shall be composed of the following divisions:
(a) 
Engineering Division;
(b) 
Maintenance Division;
(c) 
Utilities Division;
(d) 
Parking and Traffic Engineering Division.
The department shall coordinate and supervise the exercise of all the functions which heretofore may have been or hereafter may be assigned to said divisions.

The Director of General Services who shall be the head of the Department of General Services shall be appointed by the City Manager in accordance with Section 702 of the City Charter.

There is hereby created as a division of the General Services Department a Municipal Solar Utility. The Municipal Solar Utility shall develop and implement a solar leasing program and other programs which shall be adopted and from time to time amended by resolution of the City Council.

All personnel and property heretofore assigned to any of the divisions, units or subunits heretofore placed in the Department of Public Works hereby are transferred and assigned to the Department of General Services, and the appropriate divisions thereof.

Pursuant to the provisions of Section 702 of the City Charter there is hereby created a department in the City government to be known as the Transportation Department. Such department shall be headed by an officer, as department head, who shall be known as the Transportation Superintendent.

The Transportation Department shall maintain and operate a system of buses for the transportation of passengers for hire, in and about said City and vicinity and in accordance with such policies as may be prescribed from time to time by resolution of the City Council.

The Transportation Superintendent shall be appointed by the City Manager and his or her position shall be included in the classified service, as provided for in the City Charter.

The Transportation Superintendent shall have charge of the administration and management of the City's public transportation system and he shall have power and be required to:
(a) 
Operate the municipal bus lines and maintain the equipment and transportation facilities;
(b) 
Supervise the preparation and maintenance of transportation schedules and check motor coach operations for conformity to regulations;
(c) 
Investigate and handle complaints from the public;
(d) 
Investigate disciplinary problems and issue disciplinary decisions in accordance with the facts of the offense;
(e) 
Establish drivers' training courses;
(f) 
Supervise clerical staff engaged in record keeping and report work;
(g) 
Recommend purchase of additional equipment as needed and the disposal of equipment not satisfactory for use and recommend the purchase or disposition of automotive repair equipment;
(h) 
Coordinate repair and maintenance activities with operating needs;
(i) 
Arrange adequate supervision for each section of the department;
(j) 
Prepare periodical reports on the activities of the department;
(k) 
Coordinate, as directed by the City Manager, the maintenance and repairs of other City vehicles with the department heads involved;
(l) 
Supervise the establishment and maintenance of an adequate system of records of maintenance and repair of all City vehicles serviced in the municipal garage and the charging to the various City departments of the cost of all work;
(m) 
Prepare rules and regulations governing the employees of such department, which rules and regulations shall be arranged in loose leaf booklet form and copies of which shall be delivered to each employee in the department. Amendments or additions to such rules shall likewise be furnished to each member of such department in order that each thereof may have in his or her possession at all times an up-to-date manual of such rules. Such rules shall conform to policies established by the City Council and prior to the promulgation thereof or of any amendment or addition thereto, the same shall be submitted to the City Manager for his approval;
(n) 
Perform such other duties as may be prescribed by the City Manager not inconsistent with the Charter.

Pursuant to the provisions of Section 702 of the City Charter, there hereby is created a department in the City government to be known as the City Planning Department.

The head of such department shall be the Zoning Administrator who shall be appointed by the City Manager.

The duties and functions of the Zoning Administrator shall be as follows:
(a) 
He or she shall serve as technical and professional advisor to the City Planning Commission and shall conduct such investigations and hearings and make such reports to the City Planning Commission or City Council as may be required by ordinance, by directive of the City Manager or by the City Planning Commission.

He or she shall make such studies, investigations and reports leading to the proper coordination of all phases of civic development with particular attention to zoning, use of property surveys, population growth and trend, highway and street plans and master plan of highways, subdivision control and park and recreation areas, as are considered necessary by the City Planning Commission.

Pursuant to Section 702 of the City Charter, there is hereby created as a department in the City government the Department of Recreation and Parks. Said department shall be composed of the following divisions, each to be headed by a superintendent:
(a) 
Division of Recreation;
(b) 
Division of Parks;
(c) 
Division of Beaches and Harbors.

The head of the Department of Recreation and Parks shall be entitled the Director of Recreation and Parks. In addition to the powers and duties specified in Section 718 of the City Charter, he or she shall have such other duties and responsibilities as are pertinent to the planning and direction of an integrated Department of Recreation and Parks.

In addition to the duties specified in Section 1014 of the City Charter, the Recreation Commission shall advise the City Council and the Director of Recreation and Parks in matters pertaining to the comprehensive and harmonious development of the park and recreational facilities and resources of the City of Santa Monica.

Pursuant to the provisions of Section 702 of the City Charter there hereby is created a department in the City government to be known as the Municipal Airport Department.

The head of such department shall be the Airport Director who shall be appointed by the City Manager.

The duties and functions of the Airport Director shall be as follows:
(a) 
Be responsible for all activities of the Santa Monica Airport;
(b) 
Act as department head for the Santa Monica Airport Department;
(c) 
Supervise all personnel, protect facilities and property of the City at such Airport;
(d) 
Maintain all records of flight operations as required;
(e) 
Supervise the operation of the Control Tower;
(f) 
Attend all meetings of the Airport Commission; and
(g) 
Perform such other duties in connection with the maintenance and operation of such Airport as may be prescribed by the City Manager.

The head of the Personnel Department shall be the Personnel Director who shall be appointed by the City Manager. In addition to the powers and duties specified in Section 710 of the City Charter, the Personnel Director shall have such other duties and responsibilities as are pertinent to implementation of the Manual of Civil Service Rules and Regulations.

Pursuant to Section 702 of the City Charter, there is hereby created a department in the City government to be known as the Community and Economic Development Department. Within the Community and Economic Development Department shall be the Housing Office, Community and Neighborhood Services Office, Economic and Redevelopment Office, Planning Department, and Building Department.

Pursuant to Section 702 of the City Charter, there is hereby created a department in City government to be known as the Cultural and Recreation Services Department. Within the Cultural and Recreation Services Department shall be the Civic Auditorium, Recreation and Parks Department, and Arts Commission staff.

The head of the Cultural and Recreation Services Department shall be the Director of Cultural and Recreation Services. The Director of Cultural and Recreation Services shall coordinate and supervise the Civic Auditorium, Recreation and Parks Department, and the Arts Commission staff.

Pursuant to Section 702 of the City Charter, there is hereby created a department in the City government to be known as the Finance Department. Within the Finance Department shall be the City Controller, the City Treasurer, and the Purchasing Division.

(a) 
The head of the Finance Department shall be the Director of Finance who shall be appointed by the City Manager. The Director of Finance, who shall also be the City Controller, shall coordinate and supervise all activities of the Finance Department. The Director of Finance shall have the authority to settle tax, fee or other accounts payable disputes by reducing or waiving amounts due or establishing payment plans, if such payment plans, reduction or waiver serves to promote the City's fiscal welfare by expeditious payment, enhancing revenue, or otherwise.
(b) 
The Director of Finance is authorized to waive tax, fee or debt principal owed to the City only when such tax, fee or debt is deemed uncollectable consistent with the following provisions:
(1) 
All reasonable efforts have been made to collect the tax, fee or debt.
(2) 
The waiver is in the public's interest and will not cause undue harm to the City's fiscal welfare.
(3) 
The amount to be waived does not exceed fifty thousand dollars per account.
(4) 
The waiver of any tax, fee or debt principal is not for the purpose of settling a legal dispute, except where collection is clearly foreclosed by statute of limitations as determined by the City Attorney.
(c) 
The Finance Director may publish and make available as a matter of public record a list of the largest tax delinquencies and their associated taxpayers, where all of the following apply:
(1) 
The tax delinquency is in excess of five thousand dollars.
(2) 
The tax has been delinquent for more than ninety days.
(3) 
The taxpayer is not on an approved payment plan or filed for such payment plan which is under review.
(d) 
The Finance Director may publish and make available as a matter of public record a list of the businesses that are operating without a license and have failed to apply for or renew a business license.

(a) 
The City Clerk shall at all times be referred to as the Director of Records and Election Services. For purposes of this Code, the titles are interchangeable and the Director of Records and Election Services shall have the same duties as the City Clerk.
(b) 
In addition to the duties set forth in Charter Section 707, the City Clerk shall have power and be required to:
(1) 
Direct, plan and manage the activities of the Records and Election Services Department;
(2) 
Maintain the City's legislative history of action taken by the City Council, the Housing Authority, the Parking Authority, the Redevelopment Agency and the Public Finance Authority;
(3) 
Administer municipal elections in accordance with Section 11.04.055;
(4) 
Ensure compliance with the Political Reform Act in accordance with Section 11.04.055;
(5) 
Prepare the City Council agendas and minutes;
(6) 
Direct the operation of the City's Mail Room and Print Shop;
(7) 
Administer the City's Record Management Program;
(8) 
Attest to the execution by the City Manager of all conveyances, contracts and agreements executed by the City Manager pursuant to the provisions of Section 2.32.030;
(9) 
Have charge of the City Seal in accordance with Section 2.32.020(b).
