No animal known to be diseased shall be sold or accepted for sale while the disease is active.

In all instances in which a diseased or injured animal, whether domestic or wild, is suffering as a result of such disease or injury, and the owner thereof is unknown or the animal is a stray, such animal may be adopted, if deemed appropriate by a veterinarian, or shall be humanely destroyed.

So as to promote the City's spay/neuter program and the prevention of disease, the offering for free or for sale of animals in parking lots or similar public locations shall be prohibited.
