The council may adjourn any regular meeting to a date certain, which shall be specified in the order of adjournment, and when so adjourned, such adjourned meeting shall be a regular meeting for all purposes. Such adjourned meeting may likewise be adjourned and when so adjourned shall be a regular meeting for all purposes.

No regular meeting or adjourned regular meeting shall be adjourned by reason of no quorum being present until thirty minutes shall have elapsed after the hour set for such meeting, and any meeting of a quorum of the council called to order within such period of 30 minutes after the hour set for such meeting shall be a valid meeting of the council and shall be considered duly called at the time set for such meeting.
