A dog or cat over the age of four months must be licensed according to the provisions of this chapter.

Within 30 days after a person acquires ownership of a dog and/or cat, he or she shall make application for the issuance of a license. Such application shall contain the following information:
A. 
The name, address and telephone number of the owner;
B. 
Breed, sex, color, age, and name of dog and/or cat;
C. 
Whether the dog and/or cat is spayed or neutered;
D. 
Vaccine expiration date and name of veterinarian who administered vaccine;
E. 
The name, address and telephone number of a person who may be contacted concerning the dog and/or cat in an emergency.

A. 
Application for a dog and/or cat license shall be accompanied by a certificate that the dog and/or cat has received a medically current vaccination with antirabies vaccine approved by the Health Department of the State of California. Such certificate shall be signed by a licensed veterinarian or by the person administering a vaccination clinic for any city or county, or authorized assistant or deputy.
B. 
For purposes of this section, the term “medically current vaccination” shall mean a vaccination which does not expire before the end of the period for which the license is issued.
C. 
The animal control officer may waive the requirement for vaccination if:
1. 
A veterinarian signs a statement to the effect that a vaccination would be dangerous to the health of the dog and/or cat;
2. 
The health officer concurs in such determination.
D. 
The statement of a veterinarian pursuant to subsection A shall be filed in lieu of a certificate of vaccination and shall be valid only during the term of the license.
E. 
Every veterinarian, after vaccinating a dog and/or cat for rabies, shall issue a certificate and furnish one copy of the certificate to the owner of the dog and/or cat and one copy to the animal control officer. The certificate shall be in the form prescribed by the animal control officer.

The following items shall be issued to a person who successfully completes the application in accordance with Section 7.16.020:
A. 
A license allowing such person to keep a dog and/or cat within the city. The license shall contain the information supplied by the applicant in the application;
B. 
A license tag, serially numbered. Such tag shall be affixed by the owner to a collar, which collar is to be worn at all times by the dog and/or cat.

A fee for the license, or the renewal thereof, shall be paid as established by resolution adopted by the city council, as amended from time to time. No license shall be issued until the required fee is paid.

A. 
An “altered animal” is defined as one who has been certified by a veterinarian to be sterilized by surgical spay or neuter.
B. 
For certified altered dogs and/or cats, the owner shall pay one-half the standard license fee and any applicable penalty fees. Proof of sterilization must accompany the initial dog and/or cat license application or the first dog and/or cat license renewal notice following alteration.
C. 
The following documents are acceptable as proof of alteration: a certificate of sterilization; an invoice from the office or clinic of a veterinarian for a sterilization procedure; a dog and/or cat license from another licensing agency showing altered status; or the adoption certificate from an animal shelter or humane society showing altered status.

No fee shall be levied for any dog license issued for guide dogs, service dogs, or signal dogs as defined in Section 54.1 of the California Civil Code, as may be amended, or for a dog used by any law enforcement personnel, or for any dog owned by any government entity or political subdivision.

The dog and/or cat licenses required by this chapter shall be issued upon the payment of the fees herein fixed for a period of 12, 24 or 36 months commencing upon the date of application and upon the showing of a valid certificate of rabies vaccination. Such dog and/or cat licenses shall expire on the anniversary date of the rabies certificate, but in no case shall a dog and/or cat license be valid past the expiration date of the rabies certificate.
No dog and/or cat license shall be issued for any dog and/or cat for which the rabies vaccination is valid for less than the 12-month period from the date of licensing. Should the rabies vaccination not be valid for 12 months from the date of first application for licensing, the owner may elect either: (1) to be issued a license at full price which would be valid for less than 12 months; or (2) to revaccinate the dog and/or cat and be issued a license at full price which would be valid for no less than 12 months.
A. 
When an owner brings into the city a dog and/or cat which has been licensed in another jurisdiction, the dog and/or cat shall not be subject to the licensing provisions of this chapter as long as the out-of-jurisdiction license would be current and valid at its place of issuance and the issuance of said license would have satisfied the provisions of this chapter.
B. 
Notwithstanding the foregoing, any owner who takes up residency in the City of Roseville must either transfer the outside jurisdiction’s license to a City of Roseville license or obtain a new City of Roseville license within 10 days of taking up residence in the City of Roseville.
C. 
Upon surrender of a valid license from the other jurisdiction, the owner shall be issued a City of Roseville license, at no charge, for the remaining term of the other jurisdiction’s license.

At least 30 days prior to the expiration date of a license, the animal control officer shall notify each person who holds a current dog and/or cat license that said license will expire and inform such owner of the need to renew the license. However, failure of notification shall not excuse an owner for failure to renew the license. A license shall be renewed upon verification by the holder of the license that the information contained thereon is correct and upon presentation of a valid certificate showing current vaccination.

A person who fails to renew a dog and/or cat license within 15 days of its expiration shall pay a penalty fee as established by resolution adopted by the city council, as amended from time to time.

If during the period for which a license or dog and/or cat tag is issued, the holder of such license or tag reports to the animal control officer that the same has been lost or stolen, he or she shall be issued a duplicate upon payment of the required fee as established by resolution adopted by the city council, as amended from time to time.

No license issued pursuant to this chapter shall be transferred from one dog and/or cat to another, and it is unlawful for any person to attach a dog and/or cat tag issued for one dog and/or cat to another dog and/or cat.
