The village manager may submit to the village board a plan of administrative organization and procedure, including an organization chart. This administrative plan may be so devised and constructed as to define authority and responsibility. The village board may adopt such plan or any other plan proposed by the village board, and after adoption, such plan shall constitute the official administrative and organizational plan.
