Except as otherwise specifically provided in this chapter, all provisions of Wis. Stats. chs. 340348, and Wis. Admin. Code ch. Trans 305, describing and defining regulations with respect to vehicles and traffic, for which the penalty is a forfeiture only, including penalties to be imposed and procedures for prosecution, are hereby adopted and by reference made a part of this chapter as if fully set forth herein. Any act required to be performed or prohibited by any statute incorporated herein by reference is required or prohibited by this chapter. Any future amendments, revisions or modifications of statutes incorporated are intended to be made part of this chapter in order to secure uniform statewide regulation of traffic on the highways, streets and alleys of the state.

(a) 
The following shall be designated as sidewalks and pedestrian ways within the meanings of Wis. Stats. §§ 340.01(58) and 346.02(8):
(1) 
The asphalt surfaced path on the north side of West Brown Deer Road from North Port Washington Road east to the eastern lot line of 226 West Brown Deer Road.
(2) 
The asphalt surfaced path on the east side of North Port Washington Road from West Laramie Lane to West Jonathan Lane.
(3) 
The path on the west side of Port Washington Road from West Brown Deer Road to West Laramie Lane.
(b) 
Pedestrians and all persons riding bicycles shall use the sidewalks and pedestrian ways designated in subsection (a) of this section and shall not use any highway or street adjacent to such sidewalks and pedestrian ways.
(c) 
No person shall operate a motor vehicle or any other vehicle, except a bicycle, upon any of the sidewalks and pedestrian ways designated in subsection (a) of this section.

(a) 
Village manager authorized to procure and erect signs and signals. The village manager is hereby authorized and directed to procure, erect and maintain appropriate standard traffic signs, signals and markings conforming to the rules of the state highway division, giving such notice of the provisions of this chapter as may be required by this chapter and by state law. Signs shall be erected in such locations and manner as the village manager shall determine will best effect the purposes of this chapter and give adequate warning to users of the street or highway.
(b) 
Removal of unofficial signs and signals. The village manager shall have the authority granted by Wis. Stats. § 349.09, and is hereby directed to order the removal of any sign, signal, marking, or device placed, maintained or displayed in violation of this chapter or Wis. Stats. § 346.41. Any charge imposed on a premises for removal of such illegal sign, signal or device shall be reported to the village board at its next regular meeting for review and certification.

The penalty for violation of any provision of this chapter shall be a forfeiture hereinafter provided, together with the costs of prosecution imposed as provided in Wis. Stats., §§ 345.20 through 345.53, except that any vehicle violating section 47-69 may be moved or removed at the expense of the owner.
(1) 
Uniform offenses. Forfeitures for violation of any provision of Wis. Stats., Chs. 341 through 348, inclusive, as adopted by this Code shall conform to and be identical with forfeitures for violation of the comparable state offense, including any variations or increases for second offenses.
(2) 
Other offenses. The forfeiture, upon conviction, for violation of any traffic regulation defined by this chapter other than those regulations subject to subsection In of this section and those regulations defining parking violations under section 47-69 shall be as set forth in section 1-13.
(3) 
Parking offenses. The forfeiture for any parking violation in the Village, including, but not limited to, parking violations under this Code, Milwaukee County ordinances, or state statute, shall be an amount established and amended by the Village Board from time to time and set forth in the Village Bond Schedule. Such forfeiture shall be increased by $20.00 if paid between 11 and 30 days after the date of violation, and by $40.00 if paid more than 31 days after the date of violation, unless such increase is waived in whole or in part by the Municipal Court.

This chapter shall be enforced in accordance with the provisions of Wis. Stats. §§ 345.20345.53, and 66.0113.
(1) 
Stipulation of guilt or no contest. Stipulations of guilt or no contest may be made by persons arrested for violations in this chapter in accordance with Wis. Stats. § 66.0113(1)(b) whenever the provision of Wis. Stats. § 345.27 are inapplicable to such violations. Stipulation shall conform to the form contained on the uniform traffic citation and complaint under Wis. Stats. § 345.11 and may be accepted within five days of the date of the alleged violation. Stipulations may be accepted by any employee of the police department of the village.
(2) 
Deposits. Any person stipulating guilt or no contest under subsection (1) of this section must make the deposit required under Wis. Stats. § 345.26, or, if the deposit is not established under such statute, shall deposit a forfeit penalty as provided in the schedule established by the chief of the police department and approved by the village board. Deposits may be brought or mailed to the office of the police department as directed by the arresting officer. Deposits for parking or nonmoving violations shall be mailed or brought to the office of the police department.
(3) 
Notice of demerit points in receipt. Every officer accepting a forfeiture penalty or money deposit under this chapter shall receipt therefor in triplicate as provided in Wis. Stats. § 345.26(3)(b). Every officer accepting a stipulation under the provisions of this chapter shall comply with the provisions of Wis. Stats. §§ 343.28, 345.26(1)(a), and 345.27(2) and shall require the alleged violator to sign a statement of notice in substantially the form contained on the uniform traffic citation and complaint promulgated under Wis. Stats. § 345.11.
(4) 
Forfeitures in treasury. Any officer accepting deposits or forfeited penalty under this chapter shall deliver them to the village treasurer within 20 days after receipt.
