The City Manager shall be the administrative head of the City government under the direction and control of the City Council, except as otherwise provided in this Chapter. He shall be responsible for the efficient administration of all the affairs of the City which are under his control. In addition to his general powers as administrative head, and not as a limitation thereon, it shall be his duty and he shall have the power:
(a) Enforcement of Laws. To see that all laws and ordinances of the City are duly enforced and that all franchises, permits and privileges granted by the City are faithfully observed.
(b) Control of Officers and Employees. To control, order and give directions to all heads of departments, subordinate officers and employees of the City, except the City Treasurer, City Attorney, Planning Commission, and any board or commission heretofore or hereafter established; to transfer employees from one department to another; and to consolidate or combine offices, positions, departments or units under his direction.
(c) Appointment and Removal of Certain Officers. To appoint, promote, demote, and remove any officers and employees of the City except the City Treasurer, City Attorney, Planning Commission and any board or commission hereafter established. The salaries of all officers and employees of the City shall be determined by the City Council.
(d) Control Over Departments and Appointive Officers. To exercise control over all departments of the City government and over all appointive officers and employees thereof except the City Treasurer, City Attorney, Planning Commission and any other board or Commission.
(e) Attendance At Council Meetings. To attend all meetings of the City Council unless excused therefrom by the Council, except when his removal is under consideration by the Council.
(f) Attendance At Commission and Board Meetings. To attend, when requested by the City Council, the meetings of the Planning Commission and any commissions or boards hereafter established; provided, that nothing contained in this Section shall be deemed to grant to the City Manager the power to control or give directions to any board or commission heretofore or which may hereafter be appointed by the City Council.
(g) Supervision Over Contracts. To supervise and cooperate on the performance of contracts with governmental agencies or any other service or agency having a contract with the City.
(h) Recommend Ordinances. To recommend to the City Council for adoption such measures and ordinances as he deems necessary or expedient.
(i) Advice as to Finances. To keep the City Council at all times fully advised as to the financial conditions and needs of the City.
(j) Preparation of Budget. To prepare and submit to the City Council the annual operating budget.
(k) Preparation of Salary Plan for City Staff. To prepare, submit and recommend to the City Council an annual salary plan for all appointed officers and employees of the City.
(l) Approval of Purchases. To approve the purchases by the City Purchasing Agent of all supplies for all of the departments or divisions of the City.
No expenditure shall be submitted or recommended to the City Council, except on report or approval of the City Manager.
(m) Investigation of City Affairs. To make investigations into the affairs of the City, and any department or division thereof, and any contract or the proper performance of any obligations running to the City.
(n) Approval of Bonds. To approve with the advice of the City Attorney the bonds of contractors and bidders when such bonds are required.
(o) Investigation of Complaints. To investigate all complaints in relation to matters concerning the administration of the City government and in regard to the service maintained by public utilities in the City and to see that all contracts, franchises, permits, and privileges made or granted by the City are faithfully performed and observed.
(p) Recreation. To perform such duties pertaining to public recreation as may be directed by the City Council.
(q) Supervision of Public Buildings and Parks. To exercise general supervision over all public buildings, public parks and other public property which are under the control and jurisdiction of the City Council and not specifically delegated to a particular board or officer.
(r) Devotion of Entire Time to Duties. To devote his entire time to the duties of his office and the interests of the City.
(s) Representing City in Governmental Affairs. To represent the City in discussions of administrative and policy questions between the City and the County, State and Federal Government, when and if requested to do so by the City Council.
(t) Leadership in Civic Movements. To provide leadership for civic movements designated to benefit the residents of the City when so authorized by the City Council.
(u) Performance of Delegated Duties. To perform such other duties and exercise such other powers as may be delegated to him from time to time by ordinance or resolution of the City Council.
