(a) 
Types of meetings.
(1) 
Regular meetings.
Regular meetings of the city council will be held on the second and fourth Wednesday night of each month at 6:00 p.m. If a regular meeting is unable to be held on said night, or if said date falls on a city holiday, then council has discretion to reschedule the meeting.
(2) 
Special meetings.
Special meetings may be called by the mayor on the mayor's own motion; or by the application of two councilmembers.
(3) 
Workshop meetings.
Workshop meetings will be called as needed to allow time for discussion of complex or involved matters, or of any matter as determined by council, or at the request of city staff. These will customarily be held directly before scheduled regular meetings, and the deadlines for submission of agenda items will be the same.
(b) 
Notice to media.
Notice of all council meetings shall be the responsibility of the city secretary's office. A copy of the agenda shall be made available upon request.
(c) 
Conduct of meetings.
The city council shall determine its own rules and order of business, and may establish rules for the conduct of council meetings and maintenance of order.

(a) 
The city manager, or the city secretary in the absence of a city manager, has the primary responsibility for establishing the agenda for city council meetings and may list items to be considered by the council, and may remove items from the draft agenda if the agenda item is not complete.
(b) 
For an item to be placed on the agenda at a regular or special council meeting, the item must be submitted on a form and as prescribed in subsection (c) below and received by the city secretary's office no later than 12:00 noon on the second business day preceding the agenda posting date.
To have an item listed on the agenda for a meeting of the city council, the mayor or a member of the city council shall fill out and complete a form that will be available in the office of the city secretary. The form shall indicate the date of the city council meeting at which the member desires for the item to be listed on the agenda, the topic that he or she desires to be listed, and a description of any research, document preparation or other staff work that will be required to present the topic. If no staff work will be required to present the topic, the form shall be submitted to the office of the city secretary no later than 12:00 noon on the second business day preceding the agenda posting gate. If staff work will be required to present the topic, the form shall be submitted to the office of the city secretary no later that 12:00 noon on the tenth business day before the date of the agenda posting date. In all cases, the form submitted by the member of the city council shall describe the topic to be listed with sufficient particularity to enable a person reading the agenda to determine the nature and scope of the matter to be addressed. If the item is for Executive Session, the form shall indicate the Texas Government Code chapter 551, Texas Open Meetings Act (TOMA), exemption applicable to the item. No item may be placed on the Executive Session agenda without said referenced appropriate exemption by the requestor. Any Executive Session item must be confirmed by the city attorney.
(c) 
A councilmember or the mayor requesting an agenda item shall be responsible for the preparation of an appropriate agenda item cover sheet, supporting information and documentation, and for presentation of the item at the meeting. If the mayor or a councilmember requires city staff assistance to prepare the agenda item, assistance shall be requested through the city manager's office in a timely manner to provide staff enough time to prepare agenda materials in advance of the desired meeting. If the mayor's or a councilmember's agenda item is not properly submitted or cannot be placed on the desired meeting agenda, the city manager will advise the mayor or councilmember who submitted the item as soon as possible, and will assist the mayor or councilmember to correct the agenda item for presentation at the soonest possible meeting.
(d) 
Any member of the city staff wishing to have an item placed on the agenda shall submit that item to the city manager's office for approval, including proposed legislation and all supporting or background documents. The city manager may establish procedures for submission of routine items without his approval, for example, reports. These items will be due by 12:00 noon on the second business day before the agenda posting date.
(e) 
Legal counsel may place as many items on the city council agenda for discussion or action as necessary to ensure the proper and necessary conduct of city business. Legal council is subject to the deadlines as outlined in subsection (b) above.
(f) 
Any city contracted professional service wishing to have an item on the agenda shall submit that item to the city manager, through the associated department head responsible, and is subject to the deadlines as outlined in subsection (b) above.
(g) 
In an open meeting, the council may direct that items be placed on a future agenda.
(h) 
The agenda packets for all regular and special council meetings will be available to councilmembers, including the mayor, no later than 4:00 p.m. on agenda posting day.
(i) 
Members of the general public may not have items directly placed on a city council agenda, and should be referred to the city manager or mayor.
(j) 
For good cause, the city manager may waive the agenda submission deadlines contained in subsection (b) above.

(a) 
The City of Liberty Hill Council requires that all City agendas, for every Council Meeting and every Board, Committee or Commission meeting, be posted in compliance with the Texas Open Meetings Act.
(b) 
All City agendas shall be posted in a place readily accessible to the general public at all times for at least three (3) business days before the scheduled date of the meeting.
(c) 
Business days means a day other than a Saturday or Sunday or a holiday designated by the City Council as a nonbusiness day. Nonbusiness days shall be posted on the City's official website. The following chart illustrates when an agenda shall be posted. The "Notice Date" is date of agenda packet posting.

(d) 
Complete agenda packets, that is, the posting agenda and all backup documentation, will be posted on the notice date. No additional material may be added to the official agenda after posting.

Any document, letter, correspondence, verbal or written opinion or information that is transmitted to the mayor or a city council member shall be copied and distributed to all members of the city council and the city manager.
