The city hereby creates and establishes the Main Street downtown
revitalization advisory board, which is to serve as an advisory board
to the city council. The board shall make recommendations relating
to the revival, promotion, and enhancement of commerce in downtown
Liberty Hill. The members shall serve at the pleasure of the city
council.

One or more members must live in the city limits of Liberty
Hill, while other members may reside in either the Liberty Hill Independent
School District or the extraterritorial jurisdiction of the city.
All members must have resided in the city limits of Liberty Hill,
the extraterritorial jurisdiction of the city, or the Liberty Hill
Independent School District for at least six months. At least one
member must be a member of the city council. In the absence of qualified
candidates, the city council may waive these requirements to fill
a vacant post. A board member may be removed by the city council for
any reason. A majority of the appointed members shall constitute a
quorum for the transaction of business. The terms of office shall
be staggered, except that the respective terms of three members of
the board appointed is one year initially and two years thereafter.
Terms end September 30th of each year. All vacancies shall be filled
for the unexpired term by the council in the same manner as provided
for in the original appointments.

If for any reason any member of the board is unable to act,
resigns from his/her respective position, or is removed from office,
then the appointment of a successor to fill the unexpired term of
that board member shall be made by the city council.

The board shall elect from its membership the following officers:
chairman, vice-chairman, and secretary. The chairman shall serve as
chairman of the board. The vice-chairman shall serve when the chairman
is unable to perform his/her duties. The board secretary shall keep
a full record of the proceedings of the board and such other records
as the board may direct. An alternate member may not serve as an officer.

The members of the board shall serve with no compensation whatsoever.

The board has the power to promulgate its own rules governing
its meetings and proceedings, subject to the provisions of this division,
but the board shall have at least one regular meeting each calendar
year. Special meetings of the board shall be called by the chairman
of the board or upon written request of three members of the board.
All meetings of the board shall be conducted in compliance with the
Texas Open Meetings Act.
