(a) 
The city sees a need to charge a fee for copies of public information and is proposing these charges under Government Code chapter 552.
(b) 
The city shall charge for copies of public information in accordance with the rules promulgated by the state general services commission.

The city council hereby provides that credit cards may be used to transact business with the city. The payor shall incur a fee in the amount of three percent (3%) of the payment amount to pay the city by credit card.

Council members, as appointed annually by the mayor, are authorized to expend funds on behalf of the city, not to exceed $5,000.00 per incident without prior city council approval, for matters that constitute an emergency. For the purpose of this section only, an “emergency” may include, but is not limited to: obstructions on city roads, rights-of-way, or roads, rights-of-way, [sic] or streets that are an imminent threat to human life and safety, including failure to have appropriate traffic-control devices, and other matters that are an imminent threat to human life and safety.

(a) 
The city shall only budget for or make an expenditure of city funds, use city equipment, or use city personnel for special events and activities that the city council finds serve a municipal purpose.
(b) 
Each expenditure of city funds for a special event or activity shall only be approved through a written agreement between the city and the party requesting the expenditure of city funds for the special event. All terms of any written agreement must be followed by the requestor.
(c) 
The city shall only contribute city funds, city equipment, or city personnel or give city sponsorship to a special event or activity organized or planned by a third party, up to a maximum of ten thousand dollars ($10,000.00) per event request, including an approval of an expenditure of funds on events and activities recommended by the city economic development corporation as authorized by section 2.11.005, below.
(d) 
If the city determines that a requestor has breached or failed to follow the terms of the written agreement for a special event expenditure then:
(1) 
That requestor will be ineligible to receive city funds under this section for a period of twelve (12) months; and
(2) 
The event at which the money was expended and the agreement not followed will be ineligible to receive city funds under this section for a period of twelve (24) [sic] months.

The city shall not approve any program or expenditure for a special event in excess of ten thousand dollars ($10,000.00) by the city economic development corporation per event.

The specific ordinances and resolution pertaining to the city’s investment policy, as adopted by the city, are not included in this article, but they are hereby specifically saved from repeal and shall be maintained on file in the office of the city secretary.
