The International Plumbing Code, 2015 edition, a copy of which is on file in the office of the city secretary, is hereby adopted as the building code of the city, said adoption being inclusive of appendices listed in subsections (1) and (2):

Appendix C, Structural Safety.
(2) 
Appendix D, Degree Day, and Design Temperatures.

The International Plumbing Code, 2015 edition, is amended to read as follows:
Section 101.1. Insert: City of Liberty Hill, Texas.
Section 103 is deleted.
A new subsection 106.3 is added:
(a)
A person applying for a plumbing permit shall be:
 
(1)
A State of Texas licensed master plumber; or
 
(2)
Exempt under state law from the licensing requirement.
(b)
If applicable, a state licensed master plumber shall register with the city in accordance with the city’s registration policy and shall show proof of the license before any work is performed within the city.
(c)
If a building owner is claiming an exemption under state law because he or she is planning to do the work him or herself, then the owner shall provide proof to the building official stating he or she owns the building as his or her homestead.
Section 106.6.2. Insert: Permits and fees per the current City of Liberty Hill fee schedule.
Section 106.6.3. Insert:
(1)
The full amount of any fee paid hereunder that was erroneously paid or collected.
(2)
Zero percent (0%) of the permit fee paid where work has not been done under a permit issued in accordance with this code.
(3)
Zero percent (0%) of the plan review fee paid where an application for a permit for which a plan review fee has been paid is withdrawn or canceled before any plan review efforts have been expended.
Section 108.4. Insert: Misdemeanor, five hundred dollars ($500.00), each day that a violation continues after due notice has been given shall be deemed a separate offense.
Section 108.5. Insert: $500.00/$2,000.00.
Section 109 is deleted.
Section 305.4.1. Insert: Twelve (12)/Twelve (12).
Table 403.1 Minimum number of required plumbing fixtures.
(a)
Service sinks are not required for an occupant load of 15 or fewer.
(b)
Water coolers or bottled water dispensers may be substituted for drinking fountains in Assembly, Business, and Mercantile classifications with an occupancy load of 15 or fewer, provided the water is free of charge to the public.
Section 903.1. Insert: 6 inches.
