A truck route for agricultural purposes only is established in the city from State Highway 12 at the Sacramento River Bridgehead onto and along Front Street, thence southwesterly along Front Street to and onto St. Gertrudes Avenue to and onto Second Street, thence along Second Street southwesterly to and onto Montezuma Hills Road, thence along Montezuma Hills westerly to the Rio Vista city limits. Agricultural purposes shall include crop hauling, livestock hauling, agricultural equipment transport, and agricultural supply delivery.

Truck travel, other than local deliveries is prohibited on Virginia Drive, where the same intersects with Highway 12 within the city, to that point where Virginia Drive intersects with St. Francis Way within the city. Further, truck travel, other than local deliveries is prohibited on St. Francis Way, within the city from where St. Francis Way intersects with Virginia Drive, north along St. Francis Way to where it intersects with Airport Way.
The city administrator is directed to post the area with that and those signs required for posting and the signs shall state: "NO THROUGH TRUCK ROUTE, LOCAL DELIVERIES ONLY."
Violators shall be guilty of a misdemeanor for such traffic violation in accordance with the provisions of the California Vehicle Code.
This shall not in any manner regulate or control truck traffic or parking on the state highway passing through the city and is not intended to limit or hinder the operation of trucks for delivery of merchandise anywhere in the city as provided by state law.

Calif. Veh. Code § 35701, et seq.
A. 
Authority.
Pursuant to the provisions of Section 35701 of the Vehicle Code, the city council is authorized and empowered, in its discretion, to establish rules and regulations by ordinance, prohibiting the use of certain streets within the city by any commercial vehicle, or by any vehicle which exceeds a maximum gross weight of five tons.
B. 
Streets Designated.
Except as set forth in this section, no person shall park, operate or drive any vehicle which exceeds the maximum gross weight stated in subsection A of this section on any of the following streets if appropriate signs are erected thereon:

St. Francis Way from its intersection with Virginia Drive to its intersection with Gardiner Way;
2. 
Drouin Drive;
3. 
Main Street;
4. 
Hillside Terrace;
5. 
Gardiner Way;
6. 
Fifth Street;
7. 
Virginia Drive;
8. 
Front Street;
9. 
South Second Street;
10. 
Harris Road;
11. 
De Flores Circle;
12. 
De Flores Court;
13. 
Fisher Street;
14. 
Simmer Way;
15. 
Wallace Street;
16. 
Rubier Way;
17. 
Vieira Street;
18. 
Madere Way.
C. 
Posting.
The city manager is authorized and directed to cause appropriate weight limit signs to be erected, and posted in the proper places on each street affected, indicating that any vehicle which exceeds a maximum gross weight limit of five tons is prohibited.
D. 
Exceptions.
The provisions of this section shall not prohibit any vehicles coming from an unrestricted street having ingress and egress by direct route to and from a restricted street when necessary for the purpose of making pickups or deliveries of goods, wares and merchandise from or to any building or structure located on the restricted street or for the purpose of delivering materials to be used in the actual and bona fide repair, alteration, remodeling or construction of any building or structure upon the restricted street for which a building permit has previously been obtained. Nor shall it prohibit any vehicle from going to and from its place of business or its primary location for storage and repair. Nor shall it apply to any vehicle which is subject to the provisions of Sections 1031 and 1036, inclusive, of the Public Utilities Code. Nor shall it restrict the use of the agricultural truck route established under Section 10.08.010.
