A "bicycle" is every device propelled by human power upon which any person may ride; having two tandem wheels, either of which is more than 20 inches in diameter.

Any person who sells or transfers ownership of any bicycle shall report the sale or transfer by returning to the chief of police the registration card issued to such person as a license, together with the name and address of the person to whom the bicycle was sold or transferred, This report shall be made within five days from the date of sale or transfer.

The police department of the city, or any member thereof, upon a violation of any of the terms of this chapter, may impound and retain the possession of any bicycle, as hereinafter provided, in violation of any of the provisions of this chapter, and retain possession until the violation is corrected or the license provided for in this chapter is obtained by the owner of the bicycle or until the required mechanical repair has been made.

It is unlawful for any person to operate or use a bicycle propelled wholly or in part by muscular power upon any of the streets, alleys or public highways of the city without first obtaining a license.

The city council may, by resolution, establish a fee for the licensing and transfer of ownership of bicycles; and to further establish an effective date for the collections of such fee. If the fee, as established by the resolution, is not paid, the person violating the resolution shall be subject to the penalties as prescribed in this chapter.
