Local rule and regulations, which the city council, as a local authority, has the power and jurisdiction to adopt, for the regulation of control of vehicles while using the streets and public highway of the city, and for the regulation and control of street and highway traffic in the city, under the provisions of the Vehicle Code of the state, may hereafter be made, and the city council may exercise such powers, by means of resolutions passed and adopted from time to time by the city council.

It is unlawful for any operator of any vehicle, as the same is defined in the California Vehicle Code, to operate such vehicle in such manner as radiate excessive and objectionable noise from such vehicle; and it shall also be unlawful for any operator of any vehicle to leave rear wheel frictional tire marks resulting from excessive acceleration to such vehicle.
