If any section, subsection, sentence, clause, phrase or portion
of this chapter is for any reason held to be invalid or unconstitutional
by the decision of any court of competent jurisdiction, such decision
shall not affect the validity of the remaining portions of this chapter.
The Council of the City of Plymouth hereby declares that it would
have adopted the ordinance codified in this chapter and each section,
subsection, sentence, clause, phrase or portion thereof, irrespective
of the fact that any one or more sections, subsections, sentences,
clauses, phrases or portions be declared invalid or unconstitutional.
It shall be the duty of the City Clerk, to present to the City
Council, at each of its regular meetings after the effectiveness hereof,
with a list showing the names and locations of all businesses subject
to the provisions hereof which are more than 30 days delinquent in
the payment of any business license taxes assessed hereby.
