This chapter may be cited as "the Building Code."

In accordance with the California
Government Code Section 50022.2,
the following publications are hereby adopted by reference:
A. The
2022
California Building Code based on the 2018 International Building
Code, set forth in Title 24, Part 2, Volume 1 and 2 of the California
Code of Regulations, as adopted and amended by the California Building
Standards Commission, together with the following Appendices: Appendix
A (Employee Qualifications), Appendix B (Board of Appeals), Appendix
C (Group-U Agricultural Buildings), Appendix D (Fire Districts), Appendix
F (Rodent Proofing), Appendix G (Flood-Resistant Construction), Appendix
H (Signs), Appendix I (Patio Covers), Appendix J (Grading), Appendix
K (Group R3 and R3.1 Occupancies Protected by the Facilities of the

Any person who violates the provisions of the Codes adopted
by this chapter, or who violates the provisions of this chapter, or
who violates or fails to comply with any order made by the Building
Official made hereunder, or who builds or maintains any structure
in violation of plans or specifications submitted and approved thereunder,
shall be guilty of a misdemeanor.
The application of the above penalty shall not be held to prevent
the enforced removal of the prohibited conditions or the imposition
of administrative fines for the violation of the provisions of this
chapter if approved by the City Council, or any other civil remedy.

This chapter shall be enforced by the City Building Official
or by any person or agency contracted by the City of Plymouth to perform
building inspections and/or enforce the Building Code.

For purposes of any of the Uniform Codes adopted by this chapter,
the term "Board of Appeals," or any similar term used
in said Codes, means the City Council of the City of Plymouth.

The term "Building Official," as used in this chapter
or in any of the Codes adopted by this chapter, means the person designated
as such by the City Council, whether such designation is of an employee
or a person contracted to perform such duties.

The term "Fire Chief," as used in the California
Fire Code, means the City's Fire Chief, or if none, the chief
of the public agency with whom the City contracts for fire service.

One copy of the Building Code shall be maintained for use and
examination of the public in the office of the City Clerk.

If any section, subsection, sentence, clause, phrase, or portion
of this chapter is for any reason is held to be invalid or unenforceable
by a court of competent jurisdiction, the remaining portions of this
chapter shall nonetheless remain in full force and effect. The people
hereby declare that they would have adopted each section, subsection,
sentence, clause, phrase, or portion of this chapter, irrespective
of the fact that any one or more sections, subsections, sentences,
clauses, phrases, or portions of this chapter be declared invalid
or unenforceable.
