It is the intent and purpose of this chapter to prohibit all forms of gambling or the securing of anything by chance not prohibited by state law.

No person or persons shall play, participate in, conduct, allow to be conducted, played or participated in, or bet on, either for hire or otherwise, any game, games, devices or contrivances used as a means or method of gambling or securing anything of value in any way by chance within the city.
