The definitions contained in this chapter shall govern the construction of this title. Whenever any words or phrases used in this title are not defined herein, but are now defined in the Vehicle Code of the state, such definitions are incorporated herein and shall be deemed to apply to such words and phrases as though set forth herein in full.

A "police officer" is any officer of the police department of this city or any officer authorized to regulate traffic or to make arrests for violations of traffic regulations.

The "chief of police" is a person duly appointed as provided by the city code of the police department of the city.

Whenever certain hours are named in this title, they shall mean standard time or daylight savings time as may be in current use in this city.

For the purposes of this title, holidays include the following:
New Year's Day, Memorial Day, Independence Day, Labor Day, Veterans' Day, Thanksgiving Day and Christmas Day. If any holiday falls on Sunday, the Monday following is a holiday.

All resolutions passed and adopted by the city council pursuant to the provisions of this title, and pursuant to the provisions of the California Vehicle Code, affecting subjects covered by this title, shall be deemed to be a part of this title, and any violations of any of the provisions of any such resolution shall be deemed to be a violation of this title, to the same effect as if the resolution were fully set out in this title.

Officers of the police department, or such officers as are assigned by the chief of police, are authorized to direct all traffic by voice, signals or other devices in conformance with traffic laws; provided, that in the event of fire or other emergency, officers of the police department may direct traffic as conditions require, notwithstanding the provisions of the traffic laws.

A person designated as a flagman by a contractor working on the city streets under a permit or contract issued by the city, or a city employee designated as a flagman by the director of public services or his representative, during construction or repair of, or in, streets, may direct traffic by use of hand signals or warning flags if the operation of special highway construction equipment, trucks, concrete mixers, mobile cranes or other construction equipment might interfere with the safe movement of traffic.

No person other than officers of the police department, of a person appointed or directed by the chief of police, or his officer, or persons authorized by law, shall direct traffic by voice, hand or other signal, except in an emergency until an officer arrives, and except that a person may operate, when or as herein provided, a push-button signal erected by the provisions of this title.

No person shall interfere with, or obstruct in any way, any police officers or employee of this city in their enforcement of the provisions of this chapter. The removal, obliteration or concealment of any chalk mark or other distinguishing mark used by any police officer or other employee or officer of this city in connection with the enforcement of the parking regulations shall, if done for the purpose of evading the provisions of this chapter, constitute such interference or obstruction.
