It shall be the duty of the police department of the city to:
A. 
Enforce the traffic regulations of this city and all applicable Vehicle Code sections;
B. 
Investigate traffic accidents;
C. 
Cooperate with the city engineer and other officers of the city in the administration of traffic laws; and
D. 
Develop ways and means to improve traffic conditions.

The police department shall maintain a system of filing traffic accident reports. Such reports shall be available for the use and information of the city engineer.

It shall be the general duty of the city engineer to:
A. 
Determine the installation and proper timing and maintenance of traffic control devices and signals;
B. 
Conduct engineering analyses of traffic accidents and devise remedial measures;
C. 
Conduct engineering and traffic investigations of traffic conditions;
D. 
Cooperate with other city officials in the development of ways and means to improve traffic conditions;
E. 
Carry out the additional powers and duties imposed by ordinances of this city; and
F. 
Maintain a permanent record of departmental traffic orders issued pursuant to this title.
Whenever, by the provisions of this title a power is granted to the city engineer or a duty imposed upon him, the power may be exercised or the duty performed by his deputy or by a person authorized in writing by him.

The city council may, by resolution, designate those streets or alleys where one-way movement only is permitted and traffic movement in the opposite direction is prohibited.

The city council may, by resolution, designate any street or portion thereof as a through street. Any vehicle shall be required to stop before entering a through street at any intersection not controlled by a traffic signal.

The city council may, by resolution, designate any intersection where traffic from one or more directions shall stop before entering the intersection.

The city engineer may designate those intersections where traffic moving on one or more directions shall yield the right-of-way before entering the intersection.

The city engineer may order the marking of any crosswalk at an intersection where there is a particular hazard to pedestrians. The city engineer also may order signs at any crosswalk directing that pedestrians shall not cross in the crosswalk so indicated.

The city council may, by resolution, establish crosswalks at other than intersections in any block which is more than 400 feet in length. Such crosswalk shall be located as near as practicable to the middle of the block.
