A. 
The chief of police is authorized to designate the public parks in the city which shall be closed to public use during hours of darkness.
B. 
Upon determination by the chief of police that a public park shall be closed during hours of darkness, he shall post appropriate signs at all entrances to the park stating substantially as follows: "This park is closed to public use during the hours from one hour after sunset to one hour before sunrise on the following day."
C. 
No person shall enter, loiter or remain in or on any public park grounds when the park is posted as herein described.
D. 
A park which is closed to the public may be used by groups during the hours of darkness provided such groups have first obtained written permission from the director of recreation and provided such written permission is in the possession of the group during the period the park is being used.
E. 
For purposes of this section, the hours of darkness are defined as the time from one hour after sunset until one hour before sunrise on the day following.
