A city planning commission in and for the city is established,
with membership, powers and duties as provided by the statutes of
the state of California.

The planning commission shall consist of five members. Only
residents of the city shall be qualified for membership on the planning
commission.

The number of members of the commission who are not officials,
office holders or employees of this city shall exceed the number of
members who may be officers or employees of this city.

The members of the planning commission shall be appointed by
the mayor with the approval of the city council. The members thereof
shall serve for a term of two years and until their respective successor
are appointed and qualified. They shall be subject to removal by motion
of the city council adopted by at least four affirmative votes.

Each of the members of the city planning commission shall receive
compensation as the city council shall from time to time determine
and fix by resolution.

Pursuant to the provisions of Section 65100 of the California
Government Code, the planning commission of the city is established
as the "planning agency" of this city. The planning department shall
assists the planning agency in the performance of all its duties as
may now or hereafter be provided for by law.
