A tax of not to exceed ten cents shall be levied on each one hundred dollars of taxable property within the city for the purpose of providing and maintaining parks and music and for advertising purposes, which tax shall be in addition to all other taxes now authorized by law to be levied, and shall be levied and collected for each fiscal year.

Such tax shall be used for the purpose of providing and maintaining parks and music and for advertising purposes; and the money realized from such tax shall be used and expended in any manner that may be deemed best by the council.
