(a) 
The city manager or his/her designee shall have the authority and duty, subject to the approval of the city council, to determine the type, location and hours of operation of, and to install, erect, place, maintain, remove, relocate, or discontinue, all traffic control signals, signs, markings and devices within the city of Laguna Beach.
(b) 
The city manager or his/her designee also has authority to determine the nature and type of traffic restrictions, subject to the approval of the city council, as may be required for the safe and efficient control of traffic within the city, including but not limited to the following:
(1) 
Determine restricted turn areas, appropriate parking restrictions, and such additional control devices as may, in his/her judgment, be required;
(2) 
Make such determinations upon the basis of traffic engineering principles, investigations, standards and information as may be pertinent and in accordance with state law and the instructions set forth in the California Maintenance Manual and Planning Manual-Traffic, issued by the California Department of Transportation, and in accordance with such standards, limitations and rules as may be set forth in this chapter, or as may be determined by ordinance or resolution of the city council.

It is unlawful for any person to place or maintain or to display any device other than an official warning or directional sign, or signal erected under competent authority, upon or in view of a street which purports to be, or is an imitation of, or resembles an official warning or directional sign or signal, or which attempts to direct the movement of traffic or the action of operators. Any such prohibited device shall be a public nuisance, and the city manager or his/her designee may remove it, or cause it to be removed, without notice. It is unlawful for any person to wilfully deface, injure, move or interfere with any official warning or direction, sign or signal.

When authorized markers, buttons, or other indications are placed within an intersection indicating the course to be traveled by vehicles turning thereat, no driver of a vehicle shall disobey the directions of such indications.

No provision of the vehicle code or of this title for which signs are required shall be enforced against an alleged violator unless appropriate signs are in place and sufficiently legible to be seen by an ordinarily observant person, giving notice of such provisions of the traffic laws.
