The provisions of this chapter prohibiting the stopping, standing or parking of a vehicle shall apply at all times or at those times herein specified, except when it is necessary to stop a vehicle to avoid conflict with other traffic or in compliance with the directions of a police officer, firefighter, parking enforcement officer, or official traffic control device.

The provisions of this chapter posing a time limit on standing or parking shall not relieve any person from the duty to observe other and more restrictive provisions of the California Vehicle Code or the ordinances of this city, prohibiting or limiting the standing or parking of vehicles in specified places or specified times.

The provisions of this chapter regulating the parking or standing of vehicles shall not apply to any vehicle of a city department or public utility while necessarily in use for construction or repair work or any vehicle owned by the United States while in use for the collection, transportation or delivery of United States mail.

Whenever the city manager or designee determines that traffic congestion is likely to result from the holding of public or private assemblages, gatherings or functions or for other reasons, the city manager or designee shall have power and authority to order temporary signs to be erected or posted indicating that the operation, parking or standing of vehicles is prohibited on such streets and alleys as the city manager or designee shall direct during the time such temporary signs are in place. Such signs shall remain in place only during the evidence of such emergency; and the city manager or designee shall cause such signs to be removed promptly thereafter.

(a) 
No stopping, standing or parking at any time zones shall be indicated by red paint upon all curbs within such zones.
(b) 
No person shall stop, stand or park a vehicle within a no stopping, standing or parking zone, whether the vehicle is attended or unattended, except that a bus may stop in such zone marked or sign posted as a bus loading zone.

(a) 
When official parking control signs are in place, including, but not limited to, no parking signs and no stopping signs, no person shall stop, stand, or park any vehicle upon such streets, public lots, or portions thereof, contrary to the limitations, regulations, restrictions, or prohibitions indicated on such signs.
(b) 
When official street sweeping signs are in place, no person shall stop, stand, or park any vehicle upon such streets, public lots, or portions thereof, contrary to the limitations, regulations, restrictions, or prohibitions indicated on such signs during the times designated for street sweeping.
(c) 
When official curb markings not otherwise regulated under this chapter are in place, no person shall stop, stand, or park any vehicle upon such streets, public lots, or portions thereof, contrary to the limitations, regulations, restrictions, or prohibitions indicated by such curb markings.

(a) 
Passenger loading and postal mailing zones shall be indicated by white paint upon all curbs within such zones.
(b) 
Permission herein granted to stop, stand or park a vehicle for purposes of loading or unloading passengers shall include the loading or unloading of personal baggage, or the deposit of mail in an immediately adjacent U.S. postal mailbox, and shall not extend beyond the time necessary therefor, and in no event for more than three minutes.
(c) 
No person shall stop, stand or park a vehicle within a passenger loading or postal mailing zone for any purpose other than the loading or unloading of passengers or the deposit of mail for such time as is specified.

(a) 
Time limit parking zones shall be indicated by green paint upon all curbs within such zones.
(b) 
No person shall stop, stand or park a vehicle within any time limit parking zone for more than thirty minutes between seven a.m. and six p.m. on any day except Sundays and legal holidays.

(a) 
Disabled persons' parking zones shall be indicated by blue paint upon all curbs within such zones.
(b) 
No person shall stop, stand or park a vehicle within any disabled persons' parking zone unless a legally authorized disabled person's placard or license plate is visibly displayed in or on the vehicle and the authorized disabled person is the driver or passenger of such vehicle.

When official parking control signs and/or curb markings are in place, no person shall stop, stand or park any vehicle upon such streets, public lots or portions thereof, contrary to the limitations, regulations, restrictions or prohibitions indicated on such signs or by such curb markings.

No person who owns or has possession, custody or control of any vehicle shall park such vehicle upon any street or alley or upon any publicly owned, maintained or operated property for more than a period of seventy-two consecutive hours. For purposes of this section, the vehicle shall be considered to have remained parked unless during the seventy-two-hour period said vehicle has been moved at least one hundred feet from the position previously occupied.

(a) 
When a vehicle is parked or left standing upon a street or highway for seventy-two or more consecutive hours, any member of the California Highway Patrol, or any member of the police department authorized by the city manager or his/her designee, may remove such vehicle from the street or highway in the manner provided for and subject to the requirements of the California Vehicle Code.
(b) 
When a vehicle is parked or left standing in any location where the parking or standing of a motor vehicle is prohibited by the resolutions, ordinances and codes of this city, any member of the California Highway Patrol, or any member of the police department authorized by the city manager or his/her designee, may remove the vehicle from the place where it is left illegally standing or parked in the manner provided for and subject to the requirements of the California Vehicle Code; provided, however, that no such vehicle described in this subsection may be removed unless and until signs are posted in the area, giving notice of the removal, as required by the California Vehicle Code.
(c) 
In all cases where a vehicle is illegally parked on a city street or highway in violation of a city resolution, ordinance or section of this code, prohibiting the standing or parking of a vehicle in such location, and the use of the street or highway, or portion thereof, where such vehicle is illegally standing or parked, is necessary for the cleaning, repairing or construction of the street or highway, or for the installation of underground utilities, any member of the California Highway Patrol, or any member of the police department authorized by the city manager or his/her designee, may remove such vehicle in the manner provided for and subject to the requirements of the California Vehicle Code, provided signs giving such notice that such vehicle may be so removed are erected or placed at such location or area at least twenty-four hours prior to such removal.

No person shall park a vehicle upon any roadway for the principal purpose of:
(1) 
Displaying such vehicle for sale as part of or incidental to commercial activities for the sale of vehicles;
(2) 
Washing, greasing or repairing such vehicle, except repairing necessitated by an emergency.

No person shall back any vehicle, other than a two-wheeled motorcycle, motor driven cycle, or moped, into an angled parking space in such a way so that the rear of the vehicle faces the curb or edge of the roadway.

When signs or markings are in place giving notice thereof, drivers of vehicles may stand or park a vehicle as indicated by such marks or signs on all those streets within this city which have been or may be, by ordinance or resolution, designated as streets where parking other than parallel parking shall be used.

The city manager or his/her designee is authorized to issue special permits to permit the backing of a vehicle to the curb for the purpose of loading or unloading merchandise or materials subject to the terms and conditions of such permit.

The permits may be issued either to the owner or lessee of real property or to the owner of the vehicle, and shall grant to such person the privilege as therein stated and authorized herein; and it is unlawful for any permittee or other person to violate any of the special terms or conditions of any such permit.

Every motor truck having an unladen weight of four thousand pounds or more and every truck tractor irrespective of weight, when operated upon any street or highway during the hours of darkness shall be equipped with and carry at least two flares or two red lanterns, or two warning lights or reflectors, which reflectors shall be of a type approved by the Department of California Highway Patrol.

When any vehicle mentioned in Section 10.06.180 or any trailer or semi-trailer is disabled upon streets or highways outside of any business or residence district within this city and upon which street or highway there is insufficient street lighting to reveal a vehicle at a distance of two hundred feet during the hours of darkness, a warning signal of the character indicated in Section 10.06.180 shall be immediately placed at a distance of approximately one hundred feet in advance of, and one hundred feet to the rear of such disabled vehicle, by the driver thereof.

The warning signals herein mentioned shall be displayed continuously during the hours of darkness while the vehicle remains disabled upon such street or highway.

The following regulations shall be established and enforced for all land within the city limits of the city of Laguna Beach which is not located upon a street and which is either owned or leased by the city and devoted to the use for parking of vehicles where such parking is controlled, regulated or inspected by the city:
(1) 
All vehicles driven in or out of or through, or parked in such off-street parking areas, shall obey all state and municipal traffic laws, ordinances and resolutions.
(2) 
No person shall stop, stand or park any vehicle in the city employees' parking lot unless such vehicle displays a current city employee parking sticker issued by the city personnel department.
(3) 
No person shall stop, stand or park any vehicle on any land owned or leased by the city and designated and posted as a regulated off-street parking lot unless such vehicle displays a valid parking permit issued by the city.

(a) 
No person driving, in control of or in charge of a motor vehicle of a weight of six thousand pounds or more shall permit it to stand on any highway unattended when upon a grade in excess of three percent within any business or residential district without blocking the wheels of the vehicle by placing blocks on the downhill side of at least two wheels of the vehicle.
(b) 
No person driving, in control of or in charge of a motor vehicle shall permit it to stand on any highway unattended when upon a grade in excess of three percent within the city without blocking the wheels of the vehicle by turning them against a curb if available.

(a) 
The city manager may establish parking spaces that are restricted solely to the parking of motorcycles, motor-driven cycles, motorized bicycles, and golf carts.
(b) 
Motorcycles, motor-driven cycles, and motorized bicycles are prohibited from parking on any street within eight hundred feet of any space that is designated solely for the parking of motorcycles, motor-driven cycles, motorized bicycles, and golf carts except in said designated space, provided that the prohibition is posted.
(c) 
For purposes of this section, "golf cart" shall include a "neighborhood electric vehicle" or "low speed vehicle" as defined by California Vehicle Code Section 385.5 when operated pursuant to Section 21115 or 21115.1 of said code.

(a) 
Whenever, with reference to any street or portion of a street, whether such street is public or private, identified by resolution of the city council, that is situated within the city's very high fire hazard severity zone, as currently adopted or hereafter amended, the fire department determines that parking in any substandard street would create a hazard to life or property by interfering with emergency vehicle access and resident evacuation during a major vegetation fire, the installation and maintenance of signs and markings at that place is authorized to provide notice that no person shall park a vehicle within a described area during a "Red Flag" warning. Any sign or markings shall provide that the parking of vehicles on "Red Flag" days is prohibited and that vehicles parked in violation of any sign may be cited and may be removed at the owner's expense.
(b) 
It shall be unlawful, when authorized signs and markings are in place giving appropriate notice, to park any vehicle on any of the streets or portions of streets identified by resolution of the city council that are situated within the city's very high fire hazard severity zone.
(c) 
Signs and street markings prohibiting parking that are installed pursuant to this section are enforceable only on "Red Flag" days as declared by the fire chief or designee.
(d) 
Signs and markings that prohibit parking as authorized in subsection (a) shall not be applicable to the following:
(1) 
Vehicles operated by employees of the city, or under contract to the city, as required for the performance of such person's official duties and only while such person is actually present.
(2) 
Commercial delivery vehicles, provided the vehicle is parked at the address receiving delivery for no longer than fifteen minutes and only while the driver is actually present.
(e) 
In addition to or as an alternative to criminal remedies, violations of this section shall be subject to enforcement in accordance with the administrative citation provisions of Chapter 1.15, including, but not limited to, the imposition of penalties. Any person found liable for a civil penalty under Chapter 1.15 shall be required to pay the penalty, late payment penalty, administrative fee, and any other related charges as established by resolution of the city council.

No person shall park or leave standing any vehicle in a private driveway without the actual consent of the owner or person in lawful possession of such driveway. No person shall park or leave standing any vehicle on private property without the actual or implied consent of the owner or person in lawful possession of such property.
