Elsewhere, not more than one additional crosswalk shall be established in any one block, and such crosswalk shall be located as nearly as practicable at mid-block.

No pedestrian shall cross a roadway at any place other than by a route at right angles to the curb or by the shortest route to the opposite curb, except in a marked crosswalk.

No person shall lie or kneel upon any street, crosswalk, boardwalk or sidewalk; and no person shall sit upon any sidewalk on Coast Highway or upon any sidewalk located within a "business district" as defined by California Vehicle Code Section 235; provided, however, that it shall not be unlawful to sit upon the curb portion of a sidewalk in any area of the city during a parade.

No person shall remain standing in a stationary position upon any sidewalk, boardwalk or other public thoroughfare so as to obstruct free pedestrian traffic thereon after being requested by a peace officer to move on; and it is unlawful for any person to stand in a stationary position upon any crosswalk except where necessary for the movement of traffic.

(a) 
It is unlawful for any person to so conduct his business or occupation, or use his property, or engage in any act or activity, if such conduct, use, act or activity obstructs, either partially or totally, free passage of other persons or vehicles along public sidewalks or roadways within the city limits.
(b) 
The city manager or his/her designee shall be empowered, on the application of any person, to grant a permit to the applicant allowing the applicant to temporarily obstruct free passage along any public sidewalk or roadway should the city manager or his/her designee determine that the temporary obstruction proposed in the application will not seriously inconvenience pedestrian or vehicular traffic in the area affected.
