No person shall handle, use or molest in any manner or destroy
any lifesaving apparatus or lifesaving equipment which is placed upon
or near any beach within the corporate limits of this city, for lifesaving
purposes.

The provisions of this chapter shall not apply to any authorized
lifeguard, or any person acting under the direction of an authorized
lifeguard, or any person who shall use such equipment and apparatus
for the purpose of saving life or making a rescue in emergency.

No person shall climb, hang or sit or cause someone to climb,
hang or sit on any lifeguard tower unless directed or instructed to
do so by an official employee of the city.
