No person, except authorized law enforcement, shall ride, lead,
or drive any horse or horses, or ride, drive or operate any motor
vehicle, electric personal assistive mobility device (as defined by
the California
Vehicle Code) including bicycles or any motorized riding
equipment, upon any portion of the beach within the limits of this
city.
The provisions of this chapter shall not apply to any person,
firm or corporation using, riding or driving horses or motor vehicles,
including bicycles, upon said beach when employed by this city to
clean said beach or when given a permit by the council, to ride, lead
or drive horses or to ride, operate or drive motor vehicles, including
bicycles, upon said beach. The provisions of this chapter shall not
apply to any person with disabilities operating an electric personal
assistive mobility device (as defined by the California
Vehicle Code)
upon said beach.
