A. 
The city manager may approve and execute maintenance and professional services contracts with a value of eighty thousand dollars or less without city council approval.
B. 
Department directors may approve and execute maintenance and professional service contracts with a value of ten thousand dollars or less without prior city council approval.
C. 
No contract for maintenance and professional services can be approved and executed without prior city council approval unless funding for the contract has already been allocated by the city council.
D. 
The city manager shall provide written notification on a semiannual basis to the city council of all contracts approved pursuant to this section.

The city manager and the director of economic development may sign contracts with recipients of loans and grants under the following programs if the contract complies with all requirements of the grant program and if the budget contains sufficient unencumbered funds for the contract:
A. 
Community Development Block Grants funded by the United States Department of Housing and Urban Development;
B. 
Commercial rehabilitation loans and grants; and
C. 
Rental rehabilitation loans and grants; and
D. 
Home improvement loans and grants.
The director of economic development shall provide the city manager with a written list each month of the contracts the director has signed during the prior month pursuant to the authority of this section and the name of each grantee and the amount of the contract.

The city manager may execute without prior city council approval right of entry, maintenance, license and lease agreements involving city property for terms of one year or less and sums not exceeding eighty thousand dollars without city council approval. The city manager may also approve extensions to such agreements without city council approval if the total term of the extension does not exceed one year and sums do not exceed eighty thousand dollars. The city manager shall provide the city council with a written list each month of each such agreement or amendment the city manager has executed without city council approval and the terms and names of the parties.
