The elective officers of the city of Waterford shall be a mayor and four council members elected at large each of whom, including the mayor, shall have the right to vote on all questions coming before the council. The term of office of the mayor shall be four years beginning with the 2024 election, and the term of office of each councilmember shall be four years.

The mayor and each councilmember of the city of Waterford shall receive compensation for their services in the amount of three hundred dollars per month for performance of civic endeavors.

The mayor and councilmembers shall be a registered voter and must live in, and be a registered voter in, the city of Waterford. The mayor and each councilmember shall reside within the city of Waterford for the full term of office. Termination of residency in the city of Waterford by the mayor or councilmembers shall create an immediate vacancy. In the event that the mayor or councilmember fails to provide evidence of a substitute residency within fourteen days of a change in residency, the council shall presume the seat to be abandoned and vacant.

The mayor, or in their absence the mayor pro tempore, shall preside at all meetings of the city council. The mayor shall be entitled to vote but shall possess no veto power. The mayor shall be recognized as the official head of the city for all ceremonial purposes.
