"Advisory agency"
shall mean the planning commission which is herein designated
as the advisory agency to the city council on all matters related
to the zoning and use of land and structures.

"Alley"
means an unnamed public or private right-of-way which affords
a means of vehicular access to the side or rear of properties abutting
a street or highway.

"City council"
means the city council of the city of Buena Park, sometimes
referred to as the "legislative body."

"County surveyor"
means and includes county engineer, if there is no county

"Dedication"
means the grant of real property for public use.

"Design"
shall be as defined in Section 66418 of the Map Act.

"Director"
means the director of development services.

"Drainage facility"
means any drainage device or structure which may be used
to control or direct the flow of water and/or alleviate flood hazard,
including, but not limited to, berms, channels, culverts, curbs, ditches,
gutters, pavement and pipes.

"Easement"
means a limited right or interest in the land of another,
entitling the holder to some use, privilege or benefit.

"Final map"
means a map showing a subdivision for which a tentative and
final map is required by the Subdivision Map Act or this division,
prepared in accordance with the provisions of this division and the
Subdivision Map Act, designed to be recorded in the office of the
county recorder.

"Flood hazard"
means a potential danger to life, land or improvements due
to inundation or stormwater runoff having sufficient velocity to transport
or deposit debris, scour the surface soil, dislodge or damage buildings,
or erode the banks of watercourses.

"Frontage"
means a line, and length thereof, along which a lot abuts
a public or private street. Where a lot abuts more than one street,
or abuts the same street along more than one continuous line; each
such line shall be considered a separate frontage.

"Future street"
means any real property which the owner thereof has offered
for dedication for street purposes and the offer has been rejected
by the city council, subject to the right of the council to rescind
its act and accept by resolution at any later date and without future
action by the owner, all or any part of said property as a public
street.

"Geological hazard"
means a hazard inherent in the earth, or artificially created,
which is dangerous or potentially dangerous to life, property or improvements
due to the movement, failure or shifting of earth.

"Local city street"
means a dedicated street serving as the principal means of
access to property, which street is not shown on the circulation element
of the general plan as a secondary, primary or major highway.

"Lot consolidation"
means the combining of two or more contiguous lots or parcels
for the purpose of constructing buildings or structures which cross
existing lot lines, or where such combination is required to provide
the required off street parking, open space, landscape area, or other
purpose required as a condition of the development of a project or
land.

"Lot line adjustments"
means a transfer of land between two or more adjacent lots
or parcels where the land taken from one is attached to an adjacent
lot, and where the number of lots stays the same.

"Major highway"
means a highway designated as a major highway on the circulation
element of the general plan.

"Merger"
means the joining of two or more contiguous parcels of land
which are held by the same owner into one parcel.

"Owner"
means an individual, firm, copartnership, joint venture,
association, social club, fraternal organization, corporation, estate,
trust, receiver, syndicate, the federal, state, city, or city government,
or special district, or any other group or combination acting as an
entity.

"Parcel map"
means a map consisting of four or less parcels and prepared
in accordance with the provisions of this division and of the Subdivision
Map Act.

"Primary highway"
means a highway designated a primary highway on the circulation
element of the general plan.

"Secondary highway"
means a highway designated as a secondary highway on circulation
element of the General Plan.

"Stock cooperative"
means a corporation formed or availed of primarily for the
purpose of holding title to, either in fee simple or for a term of
years, improved real property, if all or substantially all of the
shareholders of such corporation receive a right of exclusive occupancy
in a portion of the real property, title to which is held by the corporation,
which right of occupancy is transferable only concurrently with the
transfer of the share or shares of stock in the corporation held by
the person having such right of occupancy.

"Subdivider"
shall be as defined in Section 66423 of the Map Act.

"Subdivision"

"Tentative map"
means a tentative map in accordance with the provisions of
this division and the Subdivision Map Act. A map, made for the purpose
of showing the design and improvement of a proposed subdivision and
existing conditions in and around it, need not be based upon an accurate
or detailed final survey of the property.

"Tract map"
means a final map prepared in accordance with the provisions
of this chapter and applicable provisions of the Subdivision Map Act.
A tract map is required for five or more parcels of land.

"Vesting tentative map"
means a tentative map for a residential subdivision, that
shall have printed conspicuously on its face the words "Vesting Tentative
Map" at the time it is filed and thereafter processed in accordance
with provisions of Chapter 1836 of this division.

"Zoning ordinance"
means the comprehensive zoning plan of the city of Buena
Park, as the same may be amended from time to time.
