Any subdivider may file with the city a tentative map of a proposed subdivision of unincorporated territory adjacent to the city. No subdivision of unincorporated territory may be affected by approval of a map by the city unless annexation thereof to the city is completed within such period of time specified by the city.

Within ten days of filing a tentative tract map, the secretary of the planning commission shall send a notice of filing to all school districts within the boundaries of which the subdivision is proposed. The notice shall include information relevant to the school district. The school district may submit a written report in response to the notice within twenty days, stating the impacts the subdivision may or shall have on the district.
