Access to a division of land shall be by means of an improved public street or highway. Where access cannot be obtained from an improved public street or highway, the advisory agency may approve a tentative map where access is obtained from an off-site ingress and egress easement which shall have a minimum width of twenty-five feet and shall be improved with a minimum curb-to-curb or paved width of twenty-five feet.
