Access to a division of land shall be by means of an improved public street or highway. Where access cannot be obtained from an improved public street or highway, the advisory agency may approve a tentative map where access is obtained from an off-site ingress and egress easement which shall have a minimum width of twenty-five feet and shall be improved with a minimum curb-to-curb or paved width of twenty-five feet.

All streets, as far as practicable, shall be required to be in alignment with existing adjacent streets or their proper projection, and in general conformity with the master plan for the city.

Where roads or streets are so constructed that cut or fill banks are not wholly within the street line, such cut and fill banks shall be constructed so that they do all of the following:
A. 
Permit the development of abutting lots as building sites;
B. 
Protect the road and the abutting property against slides and settlements, all in a manner satisfactory to the city engineer.

No street or highway shall have a grade of less than four-tenths of one percent nor more than six percent. If in the opinion of the city engineer, topographical conditions do not permit meeting the minimum grade requirements, he or she may require the installation of additional catchbasin inlets and/or extra width gutters.

A centerline radius of not less than one hundred feet hall be required on all local street curves. Where reverse curves are employed, there shall be a tangent of not less than one hundred feet between the terminus of the first radius and the beginning of the next.

Street intersections shall be at as nearly a right angle as is possible, and care shall be taken in layout of intersections that adequate area is offered for dedication. Grades on local streets at their point of intersection with traffic streets or highways should be reduced to provide for the safe meshing of traffic, turning movements and standing of vehicles as they await opportunities to enter the traffic street.

A. 
1. 
The right-of-way required for arterial highways within or adjacent to the subdivision shall conform to the following dimensions:
a. 
Major, one hundred twenty feet;
b. 
Primary, one hundred feet;
c. 
Secondary, eighty feet.
2. 
These widths shall be as measured on a line perpendicular to the centerline of the street in a horizontal plane.
B. 
The right-of-way width for local streets within or adjacent to the subdivision shall be based on the adjacent land use of the area to be served. Unless otherwise approved by the advisory agency the following widths shall be provided:
1. 
Industrial/commercial, sixty-four feet;
2. 
Residential/commercial, sixty feet.
C. 
Minor residential streets serving residential areas only may have a right-of-way width of fifty-two feet with forty feet of paved area, if approved by both the city engineer and the advisory agency.

A. 
The width of all streets dedicated in conformity with this title shall be determined by the standards set forth in this chapter. The basis for all street, highway and road design shall be the lane. The width of the lane shall be related to the use to which the street or roadway will be put, and to the use of abutting land.
B. 
No street lane shall have a width less than the following:
1. 
Traffic Lane. The width of a traffic lane shall not be less than twelve feet.
2. 
Access Lane. The width of an access lane shall be not less than ten feet.
3. 
Parking Lane. Parking lanes shall be a minimum of eight feet in width.
C. 
When parking is permitted on traffic streets where time limits for parking are established, and where such parking may be prohibited during peak traffic hours, the parking lane shall be twelve feet in width so that it may function as a traffic lane when so required.

A. 
Cross-sections and lane configuration on city streets shall be in accordance with the circulation element of the general plan.
B. 
Freeways, limited-access ways and unlimited access state highways shall have a variable cross-section conforming to the standards of the state. Where the same are involved in any subdivision they shall be subject to all standards of requirements of the city. Standards of the state are deemed to be minimum standards that will be accepted.

A cul-de-sac street shall have a turnaround at its terminus with a minimum forty-four foot radius for the right-of-way and a minimum thirty-eight foot radius for the paved area. Alleys should have a minimum twenty-five foot corner radius and a minimum width of twenty feet.

If the circulation element of the general plan shows a highway so located that any portion thereof lies within a division of land, that portion of the highway which is within the division shall be included in the design of the division unless the advisory agency determines that there is a reasonable probability that the general plan will be amended to remove or relocate the highway so that it is no longer within the division of land.

A. 
If the centerline has been established for a highway, the alignment of the highway shall conform to the established centerline. If no centerline has been established, the alignment shall be substantially as shown on the circulation element of the general plan. The centerline curve radius of a major highway shall be not less than one thousand five hundred feet. The centerline curve radius of a secondary highway shall be not less than six hundred feet.
B. 
On any street, no centerline curve radius of less than two hundred feet shall be provided. A centerline having an arc length of less than one hundred feet shall not be permitted unless the centerline radius is greater than three thousand feet.

A. 
Where street right-of-way lines intersect, and if both streets are local residential, the subdivider shall dedicate sufficient area to allow said lines to be rounded with a curve having a minimum radius of fifteen feet unless otherwise determined by the city engineer.
B. 
Where one or both streets are arterial highways, or one of the streets serves a commercial or industrial development, the subdivider shall dedicate sufficient area to provide a corner cutoff. Size of the cutoff required will be determined by subtracting the width of the narrowest parkway adjacent thereto from the required curb radius. In no case shall the cutoff be less than fifteen feet long on the shortest side.
