No works shall be done in any public right-of-way or public utility easement, nor shall any work be done on private property which involves an encroachment onto a public right-of-way unless in each case a permit is obtained from the department of public works. Application for permits shall be made on forms provided by the director of public works.

Two copies of plans and specifications shall be submitted to the director of public works and shall be accompanied by a filing or checking fee in conformance with the fee schedule as set by resolution of the city council of the city of Waterford. The fee schedule shall include, but shall not be limited to, the below listed permit types.
Permit Type.

Curbs and curb cuts;
2. 
Sidewalks;
3. 
Sewer service from main to lateral;
4. 
Storm drains through curb;
5. 
Utilities (major construction);
6. 
Sewer manholes;
7. 
Storm drain manholes;
8. 
Street closures (temporary);
9. 
Street lights;
10. 
Street cuts;
11. 
Street pave out;
12. 
Miscellaneous improvements;
13. 
General permit.

The director of public works shall require the submittal of a faithful performance or public security bond or acceptable substitute security, as provided elsewhere in this title. The city attorney shall review the acceptability of those forms of security provided as an alternative to bonds and shall submit a recommendation to the city manager.
