No person shall permit or allow any exotic animal to run at large. The Poundmaster may seize and impound every exotic animal found in violation of this section and such impoundment shall be pursuant to Chapter 7-16.

No person shall own or keep any exotic animal within the City unless such animal is registered pursuant to this chapter. The registration certificate shall be provided to the Poundmaster upon demand. An unregistered exotic animal may be seized and impounded by the Poundmaster and such impoundment shall be pursuant to Chapter 7-16.

Application for registration of an exotic animal shall be made in writing to the Poundmaster by the person owning the exotic animal. Such application shall be on a form approved by the Poundmaster and shall be accompanied by a registration fee set by resolution of the City Council.

Upon receipt of an application for registration of an exotic animal, the Poundmaster shall review the application and inspect the registered premises. If the Poundmaster finds that the requirements of this title have been complied with, the Poundmaster shall register the animal in the records of the Poundmaster and issue an exotic animal registration certificate to the owner. If the Poundmaster finds otherwise, the Poundmaster shall not register the exotic animal until the noncompliance is corrected. The Poundmaster may waive the inspection of the registered premises upon proof satisfactory to the Poundmaster that the registered premises have been inspected and approved by the California Department of Fish and Game or the United States Department of Agriculture within the past 12 months.
When issuing an exotic animal registration certificate, the Poundmaster shall condition the registration certificate upon such provisions as the Poundmaster deems necessary to effectuate the purposes of this chapter and title and to protect the public health, safety and welfare. Failure to comply with any such condition shall be a violation of this section.

Any exotic animal registration certificate issued pursuant to this chapter shall remain valid for so long as the exotic animal is owned by the owner who obtained the registration certificate and is kept at the originally registered address. Where it is found that the registered premises violates any of the conditions of the registration certificate, this chapter or State law, the Poundmaster shall notify appropriate regulatory agencies and may revoke the registration, seizing and impounding said animal, until such infractions or conditions causing the revocation are corrected. Such impoundment of an exotic animal shall be pursuant to Chapter 7-16.

Every exotic animal registered pursuant to this chapter shall notify the Poundmaster within 30 days after any change in the condition or location of the premises or any changes to the registered exotic animal.
