(A) 
"Parking meter," "multi-space meter" or "meter," as used in this chapter refers to a device for collecting parking user fees and regulating parking.
(B) 
The chief financial officer may establish parking rules and regulations governing parking meter zones, onstreet parking, and off-street parking facilities. Such rules and regulations may also include the definition of terms necessary to administer the parking ordinances.

(A) 
It is unlawful for any person to park or leave standing any vehicle registered in his or her name or operated or controlled by him or her in a space controlled by a parking meter when:
(1) 
The meter, or receipt issued by the meter or mobile payment application, indicates the time paid is expired; or
(2) 
A receipt issued by a multi-space meter is used in a parking space other than a parking space controlled by that meter.
(B) 
Notwithstanding subsection (A), any person may park or leave standing any vehicle in a space controlled by a parking meter as follows:
(1) 
During hours of non-operation of the parking meters as posted on the parking meter;
(2) 
On holidays designated by resolution of the City Council;
(3) 
During such time as is reasonably necessary to make payment and, when instructed by the meter to do so, display the receipt; or
(4) 
Pursuant to California Vehicle Code Section 22511.3, a veteran displaying special license plates issued under Vehicle Code Section 5101.3, 5101.4, 5101.5, 5101.6, or 5101.8 may park his or her motor vehicle, weighing not more than 6,000 pounds gross weight, without charge, in a metered parking space.

The City Council shall establish parking meter zones and parking user fees by resolution.

(A) 
It is unlawful for any person to park or leave standing any vehicle registered in his or her name or operated or controlled by him or her at a City-owned or operated off-street parking facility without the payment of parking user fees.
(B) 
The Chief Financial Officer may designate locations in City-owned or operated parking facilities wherein restrictions or regulations may be imposed, including, but not limited to, posted no parking, red curbs, designated reserved and monthly permit parking levels, limitation of parking hours, allowance of limited monthly permit parking in metered lots, limitation or restriction as to size or length of vehicle, or any other limitations or restrictions, provided that signs or notices are posted in the locations where the particular limitations or restrictions are imposed and enforced. It is unlawful for any person to park or leave standing any vehicle registered in his or her name or operated or controlled by him or her in violation of posted restrictions.

The Chief Financial Officer may establish rules and regulations for use of parking access cards and parking permits, including a requirement to affix a decal to a vehicle, and shall collect parking fees in accordance with the fee schedule established by the City Council. Such rules and regulations shall be made available to the public during normal business hours at the Department of Finance. No person shall park any vehicle or cause, allow, permit or suffer any vehicle registered in that person's name or operated or controlled by that person to be parked in violation of said rules and regulations.

(A) 
It is unlawful for any person to park or leave standing any vehicle registered in his or her name or operated or controlled by him or her on a City block in excess of the posted time limit. For purposes of this subsection, "block" means both sides of the street bordered by the intersection at each end.
(B) 
It is unlawful for any person to park or leave standing any vehicle registered in his or her name or operated or controlled by him or her at a City-owned or operated off-street parking facility in excess of the posted time limit, or 72 hours if not posted, except by authorization from the Chief Financial Officer or by a City lease or license agreement.

It is unlawful for any person, other than an authorized employee of the City, to open any parking meter, to deface, damage, tamper with or willfully destroy, break or impair any parking meter, or connect, tie, or chain any animals or vehicles thereto.

(A) 
The Chief Financial Officer is authorized to reserve metered on-street parking spaces for persons or firms engaged in construction, providing repairs or service to buildings, or other work, or persons or firms that hold a special event permit, and that in his or her judgment require that one to three parking spaces in a parking meter zone immediately adjacent to such work or event be reserved for and restricted to their use, or that such parking spaces not be used for parking vehicles other than those engaged in the project or event.
(B) 
Authorization to reserve five or more parking spaces shall require that the applicant obtain and present a valid building or encroachment permit, or special event permit to the City Parking Manager or designated representative. Presentation of a building permit, encroachment permit, or special event permit shall not relieve the applicant of responsibilities set forth in this code relative to building permits, encroachment permits, or special event permits.
(C) 
Each meter reservation posting shall be inscribed with the expiration date, the person or firm for whom it has been provided, and the wording, "No Parking — City of Santa Rosa — Space Restricted to (name of person or firm for whom reservation is provided)."

The City Council shall establish parking meter reservation fees by resolution. The Chief Financial Officer shall collect the parking meter reservation fee for each parking meter reservation as authorized in this chapter. The established fee shall be charged for each day the meter is reserved and shall not be prorated for periods less than one full day, except as may be otherwise established by the City Council for special event permits.

Notwithstanding any provision of this Code or any resolutions of the City, it is unlawful for any person, other than a person or firm for whom a parking meter reservation has been made as provided in this chapter, to park any vehicle in any parking meter zone on any street at any time during which the parking space is posted as reserved. The privileges herein granted shall be operative only during the time when vehicles may lawfully park in said parking meter zones.

It is unlawful for any person for whom a parking meter reservation has been made, as provided in this chapter, to tamper with such parking meter reservation posting, or to park without payment in any parking meter zone other than the space or spaces designated adjacent to the event or work being performed, or to permit such parking meter reservation posting to remain at a parking space beyond the time required for the event or work. In addition to other penalties imposed, the privileges herein granted shall be revoked, and the parking meter reservation posting shall be removed and the fee paid for any unexpired period thereof forfeited whenever the Chief Financial Officer determines that any person for whom a parking meter reservation has been made has violated the restrictions imposed on its use.

The Chief Financial Officer is authorized to provide barricade space to persons engaged in construction, repairs or service to buildings, or other work requiring the use of on-street or off-street, nonmetered parking space, or restricted nonmetered zones (loading zones, parking zones, taxi zones, etc.) in the downtown parking district or in parking meter zones for the same charges and subject to the same terms and conditions as this chapter allows parking meter reservations in parking meter zones. The same restrictions on the use of barricades or their removal shall apply as are provided in Sections 11-24.120 and 11-24.130.

Parking user fees may be used for:
(A) 
The acquisition, construction and maintenance of parking places and other improvements for the parking of motor vehicles within parking meter zones, and the acquisition and improvement of lands, property, and rights-of-way necessary or convenient for ingress to or egress from any such parking places;
(B) 
The placement and maintenance of lines or markings for the designation of parking places;
(C) 
The purchase, installation, inspection, operation, maintenance, supervision, protection, control, and use of parking meters within parking meter zones; and
(D) 
Purposes otherwise designated by ordinance providing for parking place improvements.
