A purpose of this title is to establish regulations and procedures
pertaining to the proper use and control of public sewers and the
quality of industrial wastes and sewage discharged to the public sewers
in the city. Proper collection and treatment of sewage is of vital
concern to the health and welfare of residents and visitors to Palm
Springs. Control of sewage and industrial waste discharged to public
sewers is imperative so that treatment facilities can produce a product
that will minimize adverse effects on groundwater supplies and meet
the requirements of water quality control and public health agencies.

This title shall be administered in conjunction with the city's
plumbing code and regulations, any standard specifications for public
works prescribed for use in the city, and any standard plans for public
works construction prescribed for use in the city. In the event of
conflict between the provisions of any of the foregoing and the provisions
of this title, the provisions of this title shall prevail.

All public sewers shall be maintained by the city.

Building sewers, including sewer laterals, shall be maintained
by the owners of properties being served by the building sewers.

Nothing in this Chapter shall be deemed a limitation, restriction, or prohibition on any graywater system installed pursuant to the provisions of Appendix G of the Plumbing Code, as adopted pursuant to Section
8.04.030 of this Code, as such provisions may be amended from time to time.
