The electors shall, after the effective date of the ordinance from which this section derives, elect a mayor and four city councilmembers.

The compensation for the office of mayor shall be set by ordinance; provided, that the mayor's total compensation shall not exceed $100.00 per month more than the compensation set for other city councilmembers.
